The President said that no candidate had secured an absolute majority of the votes cast the previous day.

Following Indrek Tarand's withdrawal, the number of candidates did not exceed the number of seats to be filled, so the President proposed electing the Vice-Presidents by acclamation in accordance with Rule 15 and then holding a ballot to establish the order of precedence of the Vice-Presidents.
