13. Council positions at first reading

The President announced under Rule 61(1) that the following common positions had been received from the Council, together with the reasons which had led to their adoption, and the Commission's position on:

- Position of the Council at first reading with a view to the adoption of a Directive of the European Parliament and of the Council amending Directive 2000/75/EC as regards vaccination against bluetongue (16696/1/2011 - C7-0011/2012 - 2010/0326(COD))
referred to responsible: AGRI

- Position of the Council at first reading with a view to the adoption of a decision of the European Parliament and of the Council establishing the first radio spectrum policy programme (16226/1/2011 - C7-0012/2012 - 2010/0252(COD))
referred to responsible: ITRE

The three-month period available to Parliament to adopt its position would therefore begin the following day (20 January 2012).
