The following spoke: Paul Rübig (Chair of the STOA Panel), who pointed out that Steve Tolan of the Chipembele Wildlife Education Trust, the winner of STOA's Sustainable Energy Prize, was present in the gallery (the President echoed Mr Rübig's congratulations), Claudio Morganti, who referred to the wreck of the cruise ship Costa Concordia off the Italian coast on 13 January 2012, and Pat the Cope Gallagher, who pointed out that the trawler Tit Bonhomme had sunk off the Irish coast with the loss of five lives.

Parliament observed a minute's silence in memory of the victims.

8. Combating algal blooms (written declaration)
