1. Resumption of the session

The sitting opened at 17.00.


2. Statements by the President

The President made a statement about the situation in Syria in which he condemned the repression by the Syrian authorities. He called on President Bashar al-Assad to allow humanitarian aid for the civilian population to enter Syria.

On the occasion of the Day on Remembrance of the Victims of Terrorism, he recalled the attack in Madrid on 11 March 2004, and expressed Parliament's solidarity with the families of victims of all terrorist attacks.

He then spoke of the Fukushima disaster that had occurred a year ago.

Parliament observed a minute's silence in commemoration of the victims.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Verification of credentials

At its meeting on 1 March 2012, pursuant to Rule 3(3) and (4), the Committee on Legal Affairs had verified the credentials of Emer Costello, Phil Bennion and Nikos Chrysogelos and had unanimously proposed validating the mandate of Emer Costello with effect from 15 February 2012, the mandate of Phil Bennion with effect from 6 February 2012 and the mandate of Nikos Chrysogelos with effect from 2 February 2012.


5. Composition of political groups

Roger Helmer had joined the EFD Group with effect from 5 March 2012.


6. Composition of committees and delegations

11. Texts of agreements forwarded by the Council

12. Action taken on Parliament's positions and resolutions

13. Transfers of appropriations

The Committee on Budgets had rejected the Commission's proposal for transfer of appropriations DEC 01/2012 (N7-0038/2012 - C7-0023/2012 - 2012/2013 (GBD)) in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.

The Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 04/2012 (N7-0042/2012 - C7-0041/2012 - 2012/2018 (GBD)) in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.

The Committee on Budgets had authorised the European External Action Service's proposal for transfer of appropriations DEC 1/2012 in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.

The competent Finnish authorities had given notice of the election of Risto E.J. Penttilä to replace Ville Itälä as a Member of the European Parliament with effect from 1 March 2012.

Risto E.J. Penttilä had subsequently given notice of his resignation as a Member of the European Parliament with effect from 1 March 2012.
