8. Composition of Parliament
On 16 May 2012 the competent French authorities had announced that Kader Arif, Pascal Canfin, Stéphane Le Foll and Vincent Peillon had been appointed members of the French Government.
Since, pursuant to Article 7(1) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancies would take effect from 16 May 2012 and informed the Member State concerned thereof.

Decision to split a legislative procedure
At its meeting of 16 May 2012, the Conference of Presidents:
- cancelled its decision of 16 February 2012 to authorise, pursuant to Rule 51, the association of the ECON Committee and the IMCO Committee on the proposal for a Regulation of the European Parliament and of the Council establishing an action programme for customs and taxation in the European Union for the period 2014-2020 (FISCUS) and repealing Decisions No 1482/2007/EC and No 624/2007/EC (COM(2011)0706 – 2011/0341(COD)), and
- decided that the proposal should be split and that the two committees mentioned above should be authorised to draw up two separate legislative reports on the basis of the Commission proposal.
The ECON Committee and the IMCO Committee were invited to ensure that their reports would not contain contradictory or conflicting amendments concerning the same part of the legislative proposal.
