5. Composition of Parliament

Kyriakos Mavronikolas had submitted his resignation as a Member of the European Parliament with effect from 1 September 2012.

Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned.

The Finnish national authorities concerned had submitted notification of the appointment of Carl Haglund as a member of the Government of Finland with effect from 5 July 2012 and the appointment of Nils Torvalds to replace him as a Member of the European Parliament with effect from the same date.

Under Article 7(1) of the Act concerning the election of the members of the European Parliament by direct universal suffrage and Rule 4(1) and (4) of its rules of Procedure, Parliament established the vacancy of Carl Haglund's seat as of 5 July 2012 and took note of the appointment of Nils Torvalds as a Member of the European Parliament with effect from the same date.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Nils Torvalds would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
