The interpretation of Rule 191(1) provided by the Committee on Constitutional Affairs had been presented at the previous day's sitting (minutes of 22.10.2012, item 7). Since that interpretation had not been contested by a political group or by at least forty Members (Rule 211(4)) it was deemed adopted. The following spoke: Jean-Pierre Audy, on that interpretation. |
