The sitting opened at 17.00.


2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


3. Statements by the President

The President welcomed the end of the hunger strike by Kurdish prisoners in Turkey.

The President condemned the escalation of violence between Israel and Hamas and announced that a debate on the situation in Gaza would take place on Wednesday.


4. Composition of Parliament

Emil Stoyanov had resigned as a Member of the European Parliament with effect from 16 November 2012.

Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned.

Viktor Uspaskich had been elected to the Lithuanian national parliament and had resigned as a Member of the European Parliament with effect from 16 November 2012.

Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned.

Iliana Ivanova had been appointed a Member of the European Court of Auditors and had resigned as a Member of the European Parliament with effect from 1 January 2013.

5. Composition of committees and delegations

The President had received the following requests for appointments from the GUE/NGL Group and from the Non-attached Members' Secretariat:

Delegation for relations with the Korean Peninsula: Patricia van der Kammen.

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


6. Signature of acts adopted under the ordinary legislative procedure

The President announced that on Wednesday, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure (Rule 74):

7. Announcement by the President

The President announced that, in accordance with Rule 106 and Annex XVII of the Rules of Procedure, the Conference of Presidents and the Conference of Committee Chairmen had concluded the hearing of Commissioner-designate Tonio Borg.

At its meeting of Thursday, 15 November 2012, the Conference of Presidents had decided that the vote would be held on Wednesday, 21 November 2012. The vote would proceed by secret ballot, in accordance with Annex XVII, paragraph 2, last subparagraph, of the Rules of Procedure,.


8. Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

- Agreement between the European Union and the Republic of Cape Verde on facilitating the issue of short-stay visas to citizens of the Republic of Cape Verde and of the European Union ;

- Protocol setting out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the European Community on the one hand, and the Government of Denmark and the Home Rule Government of Greenland, on the other hand;

- Rectification to the Framework Agreement on Comprehensive Partnership and cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part.


9. Action taken on Parliament's positions and resolutions
