3. Composition of Parliament

The German authorities had given notice of the election of Martina Michels to replace Lothar Bisky as Member of Parliament with effect from 5 September 2013.

Parliament took note of this and, pursuant to Article 7(3) of the Act of 20 September 1976 concerning the election of the representatives of the European Parliament by direct universal suffrage and to Rule 4(1) and (4) of its Rules of Procedure, established that his seat had been vacant with effect from 5 September 2013.

Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Martina Michels would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


4. Action taken on Parliament's positions and resolutions

The Commission communications on the action taken on the opinions and resolutions adopted by Parliament during the March and April 2013 part-sessions were available on the Séance en direct site.


5. Transfers of appropriations

In accordance with Article 25(1) of the Financial Regulation, the European Data Protection Controller had informed the budgetary authority of proposal for transfer of appropriations 1/2013.

In accordance with Article 25(1) of the Financial Regulation, the European Economic and Social Committee had informed the budgetary authority of proposal for transfer of appropriations 3/2013.

In accordance with Article 25(1) of the Financial Regulation, the European Court of Auditors had informed the budgetary authority of proposals for transfers of appropriations V/AB-05/T/13 and V/AB-06/C/13.

In accordance with Article 25(1) of the Financial Regulation, the Ombudsman had informed the budgetary authority of proposal for transfer of appropriations 03/2013.

In accordance with Article 27(4) of the Financial Regulation, the Council had informed the European Parliament about the approval of transfers of appropriations DEC 08/2013, DEC 09/2013, DEC 11/2013, DEC 13/2013 and DEC 14/2013.

In accordance with Article 27(3) of the Financial Regulation, the Committee on Budgets had approved the Commission's proposals for transfers of appropriations DEC 13/2013 (N7-0068/2013 - C7-0187/2013 – 2013/2124(GBD)), DEC 16/2013 (N7-0071/2013 - C7-0210/2013 – 2013/2140(GBD)), DEC 17/2013 (N7-0072/2013 - C7-0211/2013 – 2013/2141(GBD)), DEC 18/2013 (N7-0073/2013 - C7-0212/2013 – 2013/2142(GBD)), DEC 19/2013 (N7-0074/2013 - C7-0213/2013 – 2013/2143(GBD)), et DEC 21/2013 (N7-0075/2013 - C7-0214/2013 – 2013/2144(GBD)).

In accordance with Article 203 of the Financial Regulation, the Committee on Budgets had examined the submission by the External Action Service of a new leasehold contract for its administrative building in Angola and had decided not to issue an opinion.

In accordance with Article 25(1) of the Financial Regulation, the Committee on Budgets had examined the submission by the Court of Justice concerning transfers of appropriations 2/2013, 3/2013 and 4/2013, and had decided not to issue an opinion.

In accordance with Article 27 of the Financial Regulation, the Council of the European Union had informed the European Parliament of the approval of proposals for transfers of appropriations DEC 16/2013, DEC 17/2013 and DEC 21/2013.

In accordance with Articles 27 and 29(2) of the Financial Regulation, the Council of the European Union had informed the European Parliament of the approval of proposals for transfers of appropriations DEC 18/2013 and DEC 19/2013.
