6. Tribute

The President, on behalf of Parliament, paid tribute to Wilfried Martens, former Belgian Prime Minster, Member of the European Parliament and Chairman of the PPE Group, who had during the night of Wednesday to Thursday.

Parliament observed a minute's silence.


7. Sakharov Prize 2013 (announcement of the winner)

The President announced that, at its meeting that day, the Conference of Presidents had unanimously chosen Malala Yousafzaï as the winner of the 2013 Sakharov Prize.

The award ceremony would take place in November 2013 in Strasbourg.


8. Statement by the President

The President made a statement on the occasion of World Day Against the Death Penalty. He reiterated Parliament's opposition to the death penalty and called on those countries which still used it to impose a moratorium on its application.

The following spoke: Graham Watson on the Sakharov Prize, Ana Gomes on the kidnapping of the Libyan Prime Minister (the President reiterated the rules governing speeches on a point of order), Nicole Sinclaire who regretted that the decision on the award of the Sakharov Prize had been published before it was announced in plenary (the President asked her to approach the chairs of the political groups), and Claudio Morganti to make a personal statement following the speech the previous day by Frank Engel in the debate on the situation of the Roma (minutes of 9.10.2013, item 13) (the President replied that he would consult the report of proceedings and if necessary would contact Frank Engel direct).
