2. Amendment to the agenda

The President announced that the BUDG Committee had adopted the previous day the report on the Council's position on Draft Amending Budget 6/2013 of the European Union for the financial year 2013, Section III – Commission (14870/2013 – C7-0378/2013 – 2013/2151(BUD)) - Rapporteur: Giovanni La Via (A7-0347/2013)

She proposed that this report be included in the voting time scheduled for Thursday 24 October 2013, with the following deadlines:

Deadline for tabling amendments: Wednesday 23 October 2013, 12.00

Vote: Thursday 24 October 2013, 12.00.

The following spoke: Daniel Cohn-Bendit, on behalf of the Verts/ALE Group, who opposed the proposal and called for an extraordinary plenary sitting to be held in early November to enable Parliament to vote in full knowledge of the Council's intentions concerning Draft Amending Budgets 6/2013 and 8/2013, Hannes Swoboda, on behalf of the S&D Group, calling for a clarification from the Council before the vote, Guy Verhofstadt, on behalf of the ALDE Group, calling for the Council Presidency to make a statement no later than Thursday on Draft Amending Budget 8/2013, Gabriele Zimmer, on behalf of the GUE/NGL Group, calling for guarantees from the Council and Commission, and Alain Lamassoure (Chair of the BUDG Committee).

The following spoke: José Manuel Barroso (President of the Commission), Vytautas Leškevičius (President-in-Office of the Council), Guy Verhofstadt and Daniel Cohn-Bendit.

By electronic vote (119 to 45, with 8 abstentions), Parliament approved the President's proposal.

Parliament then approved the inclusion on the agenda of a debate on this matter.

Before the vote, Anne E. Jensen (rapporteur) moved the following technical adjustments:

'As happens every year, due to the complexity of the procedure, there are some technical adjustments to be put to the vote. The only reference document for the figures is Doc 6. In the case of amendments covering several budget lines, the vote refers to all the lines covered by them.
1. There are errors in four amendments which need to be corrected:

No 1083: on line 16 03 01 01 “Multimedia actions”, the amount for payment appropriations should read EUR 29.895 million and not EUR 29.395 million.

No 1234: concerning the establishment plan for the EFSA agency, the total for AST posts should read 112 instead of 110, making a total of 5 permanent and 344 temporary agents, taking the overall total to 349 instead of 347.

No 1238: concerning the establishment plan for the ACER agency, the total for AD posts should read 73 instead of 74, making a grand total, therefore, of 96.

No 1063: concerning a new line on “the actual and desired state of the economic potential in regions outside the Greek capital, Athens”. This amendment refers to new preparatory action and not a pilot project.

2. Two amendments were adopted within the incorrect MFF headings so should be changed as follows.

No 1153: “Preparatory Action - E-Platform for Neighbourhood” should be included in Heading 1a and not Heading 4.

No 1078: “Pilot Project - Your Europe Travel (YET) Application for Mobile Devices” should be included in Heading 2 and not Heading 3.

3. Two amendments on existing pilot projects must be withdrawn and replaced with amendments to create new preparatory action lines:

No 1075: “Preparatory action - Healthy diet: early years and ageing population”;

No 1087: “Preparatory action - funding for the rehabilitation of victims of torture”.

4. To avoid duplications, technical corrections will need to be made to modify the budget line references of a number of new lines (mainly pilot project and preparatory actions) proposed in our amendments.

Finally, Parliament's position does not take into account Amending Letter No 2/2014, adopted on 16 October by the Commission, which will be integrated during the Conciliation.

I ask that these proposals are supported by the House.'
