The next item was the order of business.

The final draft agenda for the November 2013 sittings (PE 522.757/PDOJ) had been distributed and a number of changes had been proposed (Rule 140):

Monday

Request by the Verts/ALE Group to enter on the agenda a statement by the Commission on whether it was appropriate to continue the Transatlantic Trade and Investment Partnership negotiations, in view of the NSA surveillance scandal.

The following spoke: Yannick Jadot, on behalf of the Verts/ALE Group, who gave the reasons for the request, Gabriele Zimmer, on behalf of the GUE/NGL Group, supporting the request, and Manfred Weber, on behalf of the PPE Group, opposing it.

Parliament rejected the request by RCV (79 in favour, 184 against, 10 abstentions).


Tuesday

No changes proposed.


Wednesday

The following spoke: Daniel Cohn-Bendit, on behalf of the Verts/ALE Group, who asked that, during the vote on the Multiannual Financial Framework 2014-2020, the amendments adopted in committee should be put to the vote before the Council text, Pervenche Berès (Chair of the EMPL Committee) in support of what Daniel Cohn-Bendit had said, with a request for the EMPL Committee amendment to be put to the vote, Gabriele Zimmer, on behalf of the GUE/NGL Group, supporting Daniel Cohn-Bendit's request, Guy Verhofstadt, on behalf of the ALDE Group, supporting Daniel Cohn-Bendit's request and asking for the Presidency-in-Office of the Council to confirm at the vote that a high-level working party on own resources would be set up, Hannes Swoboda, on behalf of the S&D Group, and Francesco Enrico Speroni, on behalf of the EFD Group.

The following spoke: Alain Lamassoure (Chair of the BUDG Committee) who confirmed that a high-level working party on own resources would be set up.

The President explained his decision on the voting order and the reasons behind it.

Thursday
