The minutes of the previous sitting were approved.
3. Statements by the President
The President made a statement in which he reviewed the current situation in Ukraine and, in particular, expressed Parliament's solidarity with the Ukrainian people and condemned the recent violence in that country.
The President also welcomed the release of Yulia Tymoshenko, partly thanks to the good offices of Pat Cox, former President of Parliament and Aleksander Kwaśniewski, former President of Poland.
He stressed that priorities now needed to be given to the stability and unity of Ukraine and to national reconciliation, and reminded Members that Parliament would debate the situation in Ukraine on Wednesday following the return of its ad hoc delegation from Kiev.
Parliament observed a minute's silence in memory of those who had lost their lives in the struggle for democracy and freedom.

The President then made a statement expressing his condolences to the families of the victims of the tragic accident off the coast of Kerala in India on 15 February 2012. He also referred to the fate of the two Italian marines, Massimiliano Latorre and Salvatore Girone, who were still being held by the Indian authorities after more than two years.
The President called on the Indian authorities to apply international law, reiterated the commitment of Italy and the European Union to combating piracy throughout the world, and stressed that relations between the European Union and India needed to be based on mutual trust, respect for the rule of law, diplomacy and dialogue. He expressed his solidarity with the two Italian citizens who were being held.
4. Verification of credentials
On a proposal from the JURI Committee, Parliament validated the mandate of Rina Ronja Kari with effect from 5 February 2014.

6. Request for the defence of parliamentary immunity
Alexander Mirsky had requested defence of his immunity and privileges in relation to proceedings before the Courts of Jurmala and Riga.
In accordance with Rule 7(1), this request had been referred to the committee responsible, the Committee on Legal Affairs.
7. Follow-up to a request for the defence of parliamentary immunity
The request for defence of his immunity and privileges by Gabriele Albertini in proceedings before the Court of Milan had been announced at the sitting of 9 September 2013. In accordance with the Rules of Procedure, the request had been referred to the committee responsible, the Committee on Legal Affairs (minutes of 9.9.2013, item 8).
The Committee on Legal Affairs had considered the request at its meetings of 14 October 2013, 5 November 2013 and 10 February 2014. By letter of 11 February 2014, the committee had delivered its recommendation not to act on this request, in the light of Parliament's earlier decision of 21 May 2013 not to defend Gabriele Albertini's immunity (minutes of 21.5.2013, item 6.5).
Parliament expressed its agreement with the recommendation.
In accordance with Rule 7(9), Parliament's decision was communicated to the former Member.
8. Announcement by the President
The President announced a decision taken on 6 February 2014, in accordance with Rule 153(3)(a), delivering a reprimand to Godfrey Bloom. Godfrey Bloom had immediately been informed, and the President had received an acknowledgement of receipt on 12 February 2014.
In accordance with Rule 153(1), the chairs of the committees of which Godfrey Bloom was a member (the Committee on Economic and Monetary Affairs and the Committee on Women's Rights and Gender Equality) had also been informed of the decision.
The President said that Godfrey Bloom could lodge an appeal with Parliament's Bureau against the decision within two weeks of receiving notification of it.
