The President made a statement expressing Parliament's concern at the situation in Ukraine. Parliament stressed the importance of Ukraine's territorial integrity and sovereignty and called on Russia to respect the principles of international law and withdraw its troops from Ukrainian territory. The President said that Parliament would adopt a resolution on Ukraine on Thursday and would send an observation mission to the Ukrainian presidential elections due to be held in May 2014.

The President made a statement on the 20th anniversary of the Rwandan genocide.
3. Tribute
On behalf of Parliament, the President paid tribute to the memory of Dominique Baudis, the Defender of Rights in France and a former Member of the European Parliament.
Parliament observed a minute's silence in his memory and in memory of the victims of the Rwandan genocide.

No objections to this recommendation had been raised within the 24-hour period laid down in Rule 87a(6).

7. Interpretation of the Rules of Procedure
The President informed the House, under Rule 211(3), of the following interpretation of Rule 166, Rule 167(1) and Rule 195(3), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:
'Rule 166, Rule 167(1) and Rule 195(3) on voting by roll call do not apply to the reports provided for in Rule 6b(2) and Rule 7(3), (6) and (8) in the context of procedures relating to the immunity of a Member.'
If this interpretation was not contested by a political group or by at least 40 Members, in accordance with Rule 211(4), before the opening of the following day's sitting, Tuesday15 April 2014, it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament.
8. Composition of Parliament
Ivari Padar had been appointed Minister of Agriculture in Estonia with effect from 7 April 2014.
Harlem Désir had been appointed State Secretary in France with effect from 9 April 2014.
Maria Da Graça Carvalho was going to take up an office incompatible with the office of Member of the European Parliament with effect from 1 May 2014.
In accordance with Rule 4(1), Parliament established the vacancy of Ivari Padar's seat with effect from 7 April 2014, Harlem Désir's seat with effect from 9 April 2014, and Maria Da Graça Carvalho's seat with effect from 1 May 2014 and informed the national authorities concerned.
The Estonian authorities had given notice of the election of Katrin Saks to replace Ivari Padar as Member of Parliament with effect from 7 April 2014.
In accordance with Article 7(1) of the act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, and Rule 4(1) and (4), Parliament noted the election of Katrin Saks with effect from 7 April 2014.
Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Katrin Saks would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Angelika Werthmann was no longer a member of the ALDE Group and would sit with the non-attached Members with effect from 8 April 2014.
