The President, on Parliament’s behalf, made a statement inviting the parties to the conflict in Northern Ireland to refrain from any provocative action seeking to upset the peace process, and to promote dialogue, as the only conceivable way forward, in the new round of negotiations launched on 16 October 2014.
The President emphasised that Parliament was willing to play an impartial mediating role in the process.
3. Composition of political groups
The President announced that Iveta Grigule had left the EFDD Group to sit with the non-attached Members with effect from 16 October 2014.
Following her decision, the EFDD Group no longer fulfilled the conditions laid down in Rule 32(2) for forming a political group and would therefore cease to exist with effect from 16 October 2014.
Paul Nuttall spoke on the allocation of seats in the Chamber and on the specific role of the President (the President drew attention to the relevant provisions of the Rules of Procedure).
4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
5. Composition of Parliament
Isabella Lövin had been appointed Minister for Development in Sweden with effect from 3 October 2014.
In accordance with Rule 4(1) and (4) of the Rules of Procedure, Parliament took note that her seat had been vacant as of that date.
The Swedish authorities had given notice of the election of Linnéa Engström to replace Isabella Lövin as Member of Parliament with effect from 8 October 2014.
In accordance with Article 7(3) of the Act of 20 September 1976 concerning the election of the Members of the European Parliament by direct universal suffrage, and with Rule 4(1) and (4) of the Rules of Procedure, Parliament took note of the election of Linnéa Engström with effect from 8 October 2014.
Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Linnéa Engström would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Johan Van Overtveldt had been appointed Minister for Finance in Belgium with effect from 11 October 2014.
In accordance with Rule 4(1) and (4), Parliament took note that his seat had been vacant as of that date.

8. Election of the European Ombudsman – application received
The President announced that he had received an application from Emily O'Reilly for the post of European Ombudsman, before the closing date of 30 September 2014 (minutes of 15.9.2014, item 7), and said he would forward the application file to the Committee on Petitions when it was available in all the official languages.
The President also announced that the Committee on Petitions would hold a hearing for the applicant on 2 December 2014, which would be open to all Members.
