In accordance with Article 27(4) of the Financial Regulation, the Council of the European Union had informed the budgetary authority of the approval of transfer of appropriations by the Commission DEC 34/2014.

In accordance with Article 27(4) of the Financial Regulation, the Council of the European Union had informed the budgetary authority of the approval of transfer of appropriations by the Commission DEC 35/2014.

In accordance with Article 27(3) of the Financial Regulation, at its meeting of 20 November 2014 the Committee on Budgets had approved the proposal presented by the Commission concerning transfer of appropriations DEC 36/2014.

In accordance with Article 27(4) of the Financial Regulation, the Council of the European Union had informed the budgetary authority of the approval of transfer of appropriations by the Commission DEC 36/2014.

In accordance with Article 27(3) of the Financial Regulation, at its meeting of 20 November 2014 the Committee on Budgets had approved the proposal presented by the Commission concerning transfer of appropriations DEC 38/2014.

In accordance with Article 27(4) of the Financial Regulation, the Council of the European Union had informed the budgetary authority of the approval of transfer of appropriations by the Commission DEC 38/2014.

In accordance with Article 27(3) of the Financial Regulation, at its meeting of 20 November 2014 the Committee on Budgets had approved the proposal presented by the Commission concerning transfer of appropriations DEC 39/2014.

In accordance with Article 27(4) of the Financial Regulation, the Council of the European Union had informed the budgetary authority of the approval of transfer of appropriations by the Commission DEC 47/2014.

In accordance with Article 27(3) of the Financial Regulation, at its meeting of 13 November 2014 the Committee on Budgets had approved the proposal presented by the Commission concerning transfer of appropriations DEC 48/2014.

In accordance with Article 25 of the Financial Regulation, at its meeting of 20 November 2014 the Committee on Budgets had approved the proposal presented by the Court of Auditors concerning transfers of appropriations V/AB-18/T/14, V/AB-19/T/14 V/AB-20/C/14 and V/AB-21/T/14.

In accordance with Article 25 of the Financial Regulation, at its meeting of 20 November 2014 the Committee on Budgets had approved the proposal presented by the Committee of the Regions concerning transfer of appropriations INF 7/2014.

In accordance with Article 203(4) of the Financial Regulation, the Commission had informed the budgetary authority of the evaluation of the proposal exceeding the authorised ceiling for the building of a new laboratory building at the Institute for Transuranium Elements at the Joint Research Centre in Karlsruhe.

8. Award of the Sakharov Prize (formal sitting)

From 12.05 to 12.35, Parliament held a formal sitting for the award of the Sakharov Prize to Denis Mukwege, in recognition of his on-going efforts to restore the physical and psychological integrity of thousands of women and girls who are victims of sexual abuse by rebel forces in the Democratic Republic of Congo.

Before presenting the prize, the President also welcomed Elisabeth Schepetylnykova, the representative of the Ukrainian movement EuroMaidan (a candidate for the 2014 Sakharov Prize) and Dinara Yunus, daughter of Leyla Yunus, the founder of the Institute for Peace and Democracy and Human Rights in Azerbaijan (also a candidate for the 2014 Sakharov Prize), who could not be present as she remained in prison in Azerbaijan.

9. Composition of Parliament

The Spanish authorities had given notice of the election of Enrique Calvet Chambon to replace Francisco Sosa Wagner as Member of Parliament with effect from 20 November 2014.

The Bulgarian authorities had given notice of the election of Andrey Novakov to replace Tomislav Donchev as Member of Parliament with effect from 24 November 2014.

In accordance with Article 7(1) of the Act of 20 September 1976 concerning the election of the Members of the European Parliament by direct universal suffrage, and with Rule 4(1) and (4) of its Rules of Procedure, Parliament noted the election of Enrique Calvet Chambon and Andrey Novakov with effect from 20 November 2014 and 24 November 2014 respectively.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Enrique Calvet Chambon and Andrey Novakov would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.


10. Appointment of a member of the Advisory Committee on the Conduct of Members

Pursuant to Article 7 of the Code of Conduct for Members of the European Parliament Code with respect to financial interests and conflicts of interest, the President had decided on 25 November 2014 to appoint Jean-Marie Cavada (ALDE) member of the Advisory Committee on the Conduct of Members to replace Francisco Sosa Wagner (ALDE).
