1. Resumption of the session

The sitting opened at 17.00.


2. Statement by the President

The President made a statement on the mass arrests of journalists the previous day in Turkey, which were incompatible with freedom of the press.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Composition of Parliament

Annemie Neyts-Uyttebroeck had given notice in writing of her resignation as Member of Parliament, with effect from 1 January 2015.

Pursuant to Rule 4(3), Parliament established the vacancy of the seat with effect from that date and informed the national authority.

The President paid tribute to Annemie Neyts-Uyttebroeck for the work she had done throughout her time as a Member of the European Parliament.


5. Request for the waiver of parliamentary immunity

The Bulgarian authorities had forwarded a request to waive the parliamentary immunity of Sergei Stanishev in connection with criminal proceedings in Bulgaria.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


6. Urgent action to assert immunity

The President consulted the Chair and rapporteur of the JURI Committee, which was the committee responsible, and, making use of the powers conferred on him by Rule 8(1), decided to take an urgent initiative to assert the privileges and immunities of Luigi Berlinguer, a former Member.


7. Composition of committees and delegations

The President had received the following requests for appointments from the PPE and S&D Groups:

PETI Committee: Eva Kaili was no longer a member

Delegation to the EU-Chile Joint Parliamentary Committee: Pablo Zalba Bidegain to replace Tom Vandenkendelaere.

Delegation for relations with the People's Republic of China: Tom Vandenkendelaere to replace Pablo Zalba Bidegain.

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


8. Delegated acts (Rule 105(6))

Under Rule 105(6), the Chair of the Conference of Committee Chairs had announced that no objection had been raised to:

the recommendation of the INTA Committee to raise no objections to the Commission delegated regulation of 14 November 2014 amending Annex I to Council Regulation (EC) No 1528/2007 applying the arrangements for products originating in certain states which are part of the African, Caribbean and Pacific (ACP) Group of States provided for in agreements establishing, or leading to the establishment of, Economic Partnership Agreements (C(2014)08355 – 2014/2954(DEA)) (B8-0346/2014).

If no objection was received from a political group or at least 40 MEPs within 24 hours, the recommendation would be deemed approved. Otherwise it would be put to the vote.

The recommendation could be found on Europarl.


9. Corrigendum (Rule 231)

The TRAN Committee had submitted the following corrigendum to a text adopted by Parliament:

Corrigendum P7_TA(2012)0270(COR01) to Directive 2012/34/EU of the European Parliament and of the Council of 21 November 2012 establishing a single European railway area (recast) (OJ L 343, 14.12.2012, p. 32) (position of the European Parliament adopted at second reading on 3 July 2012 with a view to the adoption of the above directive P7_TA(2012)0270) (OJ C 349 E of 29.11.2013, p. 104)) (18581/2/2011 – C7-0268/2010 – 2010/0253(COD))

Pursuant to Rule 231(4), this corrigendum would be deemed approved unless, within 24 hours, a request was made by a political group or at least 40 Members that it be put to the vote.

The debate would be wound up by motions for resolutions to be tabled during the January 2015 part-session.
