1. Resumption of the session

The sitting opened at 17.00.


2. Statements by the President

The President made a statement on the earthquake that had struck Nepal on 25 April 2015, killing 4 000 people and injuring over 6 500. He called on the international community to provide assistance to those affected and expressed Parliament's solidarity with the victims' families.

He also spoke with reference to the latest vessel carrying migrants to sink in the Mediterranean, on 21 April 2015, with the deaths of between 800 and 1 000 people.

Parliament observed a minute's silence in memory of the victims of the earthquake and of all those who had lost their lives in the Mediterranean.

The President ended with a statement on the nine people, including a French national, two Australians and an Indonesian, who were on death row in Indonesia. He called on the President of Indonesia to reinstate the moratorium on the death penalty and to abolish capital punishment in that country.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Verification of credentials

On a proposal from the Committee on Legal Affairs, Parliament validated the mandates of Estefanía Torres Martínez, with effect from 25 March 2015, and of Mihai Ţurcanu, with effect from 2 March 2015.


5. Request for the waiver of parliamentary immunity

The Committee on Legal Affairs, as the committee responsible, had notified the President that the competent German authorities had withdrawn their application for the waiver of the parliamentary immunity of Udo Voigt in connection with criminal proceedings initiated by the public prosecutor for Saarbrücken. This waiver of parliamentary immunity procedure had therefore been closed.


6. Composition of Interparliamentary Delegations

The President had received the following requests for appointments from the S&D and PPE Groups:

Delegation for relations with Iran: Damiano Zoffoli

Delegation to the ACP-EU Joint Parliamentary Assembly: Carlos Iturgaiz was no longer a member.


7. Interpretation of the Rules of Procedure

The interpretation of paragraph 1(a) of Annex XVI to the Rules of Procedure, concerning the guidelines for the approval of the Commission, given by the Committee on Constitutional Affairs, had been announced in plenary on Wednesday 15 April 2015 (minutes of 15.4.2015, item 6).

As that interpretation had not been contested by a political group or by at least 40 Members, in accordance with Rule 226(3) it was deemed to have been adopted (P8_TA(2015)0096).

The corrigenda were available on Europarl.

Pursuant to Rule 231(4), these corrigenda would be deemed approved unless, within 24 hours, a request was made by a political group or at least 40 Members that they be put to the vote.


9. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday, 29 April 2015, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Protocol to the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, on a Framework Agreement between the European Union and the Republic of Tunisia on the general principles for the participation of the Republic of Tunisia in Union programmes.
