1. Resumption of the session

The sitting opened at 17.05.


2. Statement by the President

The President made a statement on the challenge posed to Europe by the wave of migrants fleeing from war and persecution. He called on the Member States to overcome national self-interest and to put in place a joint European policy on asylum and the reception of refugees together with a permanent mechanism for disseminating this policy throughout the EU. He also thanked those who had assisted refugees and said that solidarity must be the common theme of European policy in this area.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Composition of Parliament

The Italian authorities had given notice of the election of Giovanni Toti to the Presidency of the Regional Council of Liguria.

Since, pursuant to Article 7(3) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 10 July 2015.

The Austrian authorities had given notice of the election of Karoline Graswander-Hainz to replace Jörg Leichtfried as Member of Parliament with effect from 9 July 2015.

The Italian authorities had given notice of the election of Stefano Maullu to replace Giovanni Toti as Member of Parliament with effect from 13 July 2015.

The Greek authorities had given notice of the election of Nikolaos Chountis to replace Emmanouil Glezos as Member of Parliament with effect from 20 July 2015.

The Swedish authorities had given notice of the election of Jasenko Selimovic to replace Marit Paulsen as Member of Parliament with effect from 30 September 2015.

The Dutch authorities had given notice of the election of Auke Zijlstra to replace Hans Jansen as Member of Parliament with effect from 1 September 2015.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Karoline Graswander-Hainz, Stefano Maullu, Nikolaos Chountis, Jasenko Selimovic and Auke Zijlstra would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.


5. Composition of political groups

Laurenţiu Rebega had left the S&D Group and joined the ENF Group with effect from 15 July 2015.

Juan Fernando López Aguilar had joined the S&D Group with effect from 22 July 2015.


6. Composition of committees and delegations

7. Verification of credentials

On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Edward Czesak with effect from 11 June 2015.


8. Request for the waiver of parliamentary immunity

The Hungarian authorities had forwarded a request to waive the parliamentary immunity of István Ujhelyi in relation to a judicial procedure brought before the Central District Court of Pest.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.

11. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday 9 September 2015, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Directive of the European Parliament and of the Council laying down a procedure for the provision of information in the field of technical regulations and of rules on Information Society services (codification) (00008/2015/LEX - C8-0259/2015 - 2010/0095(COD))

- Directive of the European Parliament and of the Council amending Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Directive 2009/28/EC on the promotion of the use of energy from renewable sources (00028/2015/LEX - C8-0256/2015 - 2012/0288(COD))

- Regulation of the European Parliament and of the Council amending Council Regulation (EC) No 515/97 on mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters (00051/2015/LEX - C8-0258/2015 - 2013/0410(COD)).


12. Interpretations of the Rules of Procedure

The President informed the House, under Rule 226(3), of the following interpretation of Rule 130(3), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:

"The expression "by way of exception" is to be interpreted as meaning that the additional question concerns a matter of urgency and that the submission of that question cannot wait until the following month. Furthermore, the number of questions tabled under the second subparagraph of paragraph 3 must be smaller than the norm of five questions per month."

If this interpretation was not contested by a political group or by at least 40 Members, in accordance with Rule 226(3), before the current minutes had been approved, it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament.

The President informed Parliament, in accordance with Rule 226(3), of the following interpretation of Rule 191 provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:

""If a request to suspend or close the sitting is presented, the procedure to vote on that request is to be initiated without undue delay. The usual means of announcing plenary votes should be used and, in line with existing practice, sufficient time should be given for Members to reach the Chamber.

By analogy with the second subparagraph of Rule 152(2), if such a request has been rejected, a similar request cannot be tabled again during the same day. In accordance with the interpretation to Rule 22(1), the President has the right to put an end to excessive use of requests presented under this Rule."

If this interpretation was not contested by a political group or by at least 40 Members, in accordance with Rule 226(3), before the current minutes had been approved, it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament.

Text of the written declaration:

1.   There are currently an estimated 80 million persons with disabilities in the EU. Accessibility to the physical environment, as well as to information and means of communication, can represent a major obstacle to their mobility when travelling and on arrival at their holiday destination.

2.   By 2050 there will be 3 times as many people over 65 in Europe than in 2003, and 5 times as many people over 80, thus implying important challenges for tourism for a large part of European society.

3.   Making tourism more accessible is not merely a social responsibility, but is also in line with the EU’s social inclusion goals and the UN Convention on the Rights of Persons with Disabilities, ratified by the EU.

4.   A new action on accessible tourism could represent an important tool for growth and jobs in a sector that still remains vastly under-served, while combating discrimination, one of the fundamental values of the EU.

5.   The Commission is hence called upon to raise awareness among stakeholders and economic operators on the need for increased accessibility in tourism for travellers requiring such accessibility.

6.   This declaration, together with the names of the signatories, is forwarded to the Commission.

1.   It is important to implement nationwide mammography screening and multidisciplinary specialist breast units (SBU) by the 2016 deadline, as called for in the European Parliament resolutions of 2003 and 2006 and required by the European Guidelines for Quality Assurance in Breast Cancer Screening and Diagnosis (4th edition) so as to reduce the mortality rate for breast cancer patients – 91495 women in the EU died from breast cancer in 2012 .

2.   Among the hundreds of thousands of women diagnosed with breast cancer every year – 367090 in 2012 – those with metastatic breast cancer should have access to, and be treated in, an SBU, and their ongoing needs for care and psychosocial services should be coordinated and supported by the SBU as per the EU Guidelines .

3.   The Commission is hence called upon to ensure that the ECIBC (European Commission Initiative on Breast Cancer) project delivers an accreditation protocol for breast cancer services by 2016; this protocol must ensure that mammography screening programmes and SBUs meet the requirements of the current EU Guidelines and those of the updated version to be undertaken by the ECIBC in 2015 .

1.   Autism is a lifelong complex brain disorder that appears during early childhood, and affects around 1 per cent of the population. The effects of autism can range from mild to severe impairments of a person’s ability to understand everyday information, communicate and interact socially with other people. The causes of autism are still being investigated.

2.   There is currently no cure for autism, but it has been demonstrated that early and intensive intervention can help overcome the symptoms of autism and significantly improve the level of independence of people with autism.

3.   Despite the importance of early diagnosis to provide adequate support and education, early detection is still lacking across Europe.

4.   The Commission and the Council are called upon to support accurate detection and diagnosis of children and adults with autism.

5.   The Commission and the Council are also called upon to adopt a strategic and holistic approach to respond to the challenges faced by people with autism throughout their lives. A European strategy should aim at encouraging research on autism, prevalence studies and exchange of best practices regarding evidence-based interventions for children with autism, as well as support and habilitation services for adults.
