1. Resumption of the session

The sitting opened at 17.05.


2. Statement by the President

The President made a statement on the coach accident in Puisseguin (France) on Friday, 23 October 2015 in which 43 people lost their lives. He offered Parliament's condolences to the families of the victims.


3. Approval of the minutes of the previous sitting

Alberto Cirio had been present at the sitting of 14 October 2015, but his name did not appear on the attendance register.

The minutes of the previous sitting were approved.

Siôn Simon had been present at the sittings of 28/01/2015, 25/03/2015 and 15/04/2015, but his name did not appear on the attendance register.

Siôn Simon stated that he had been present at the sittings of 12/01/2015 and 25/02/2015 but that his name did not appear on the attendance register.


4. Announcement by the President

The President announced that he had decided to take disciplinary measures against Janusz Korwin-Mikke and Gianluca Buonanno for disturbing Parliament's work on 7 July 2015 and 8 September 2015, and on 6 and 7 October 2015. The measures would comprise, firstly, the loss of the subsistence allowance for 10 days, and secondly, suspension from all the activities of Parliament and its bodies, also for a period of 10 days, in accordance with Rule 166. The Members concerned had been informed of the decision.

The President stated that Janusz Korwin-Mikke and Gianluca Buonanno had presented an internal appeal under Rule 167. The Bureau would rule on the appeal in the course of the evening.


5. Composition of committees and delegations

The President had received the following requests for appointments from the ENF Group and non-attached Members:

Delegation to the Euronest Parliamentary Assembly: Béla Kovács would be leaving his position

DEVE Committee: Nicolas Bay.

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


6. Corrigendum (Rule 231)

The IMCO Committee had forwarded the following corrigendum to a text adopted by Parliament:

Corrigendum (P6_TA(2009)0092(COR1)) to Regulation (EC) No 661/2009 of the European Parliament and of the Council of 13 July 2009 concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor (OJ L 200, 31.7.2009, p. 1) (position of the European Parliament adopted at first reading on 10 March 2009 with a view to the adoption of the above regulation P6_TA(2009)0092 (OJ C 87 E, 1.4.2010, p. 190) (COM(2008)0316 – C6-0210/2008 – 2008/0100(COD))

The corrigendum would be available on Europarl for the remainder of the current part-session.

Pursuant to Rule 231(4), this corrigendum would be deemed approved unless, within 24 hours, a request was made by a political group or at least 40 Members that it be put to the vote.


7. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday 28 October 2015, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Regulation of the European Parliament and of the Council amending Regulation (EU) No 1343/2011 on certain provisions for fishing in the GFCM (General Fisheries Commission for the Mediterranean) Agreement area (00060/2015/LEX - C8-0318/2015 - 2014/0213(COD))

The following spoke: Matt Carthy on the fire which killed ten people at a travellers' site on 10 October 2015, and on the death in the course of duty of Tony Golden, a member of the Irish police force, on 11 October 2015. Matt Carthy asked for Parliament's condolences to the families of the victims to be recorded in the minutes (the President took note of this).

The following spoke: João Ferreira to ask what criteria lay behind the decisions by Parliament's services on justifying the urgency of supplementary questions for written response submitted by Members (the President referred to the interpretation of Rule 130, approved by plenary, and stated that the matter was currently being examined).

The Commission communication on the action taken on the resolutions adopted by Parliament during the April II 2015 and May I 2015 part-sessions was available on the Europarl site.

11. Order of business

The final draft agenda for the October III sittings (PE 570.418/PDOJ) had been distributed and the following changes had been proposed (Rule 152):

Monday

No changes.

Tuesday and Wednesday

In agreement with the political groups, the President proposed the following two changes:

The statements by the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on the situation in Israel and Palestine (point 105 of the final draft agenda) and on the situation in South Sudan (point 93 of the final draft agenda) would be brought forward from Wednesday afternoon to Tuesday afternoon after the debate on the budget.

The debates on the Commission statement on the 'Perspectives and review of the Europe 2020 strategy' (point 96 of the final draft agenda) and on the report by Renato Soru on 'Transparency of securities financing transactions' (A8-0120/2015) (point 53 of the final draft agenda) would be postponed from Tuesday afternoon to Wednesday evening, just before the debate on the Commission statement on 'Access to finance for SMEs' (point 94 of the final draft agenda).

The House agreed to the changes.

A request was received from the PPE Group for a statement by the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on Georgia, and in particular the situation of the TV Rustavi 2 broadcaster, with the tabling of motions for resolutions, to be added to the afternoon's agenda.

The following spoke: Elmar Brok, on behalf of the PPE Group, who moved the request, and Heidi Hautala, who spoke against the request.

Parliament rejected the request by electronic vote (122 in favour, 168 against, 35 abstentions).

A request was received from the GUE/NGL Group for a statement by the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on 'The Green March in Western Sahara forty years on' to be added to the afternoon's agenda.

The following spoke: Lola Sánchez Caldentey, on behalf of the GUE/NGL Group, who moved the request, Philippe Lamberts, who proposed that the debate be held when Parliament next convened in Brussels, and Cristian Dan Preda, who spoke against the request.

Lola Sánchez Caldentey agreed with the proposal of Philippe Lamberts. The President called on Gabriele Zimmer, Chair of GUE/NGL, to submit a proposal to this end to the following Conference of Presidents.

Thursday

Parliament noted its agreement with the proposal of Paul Rübig. Voting time on Thursday would be brought forward by one hour and the preceding debates would be correspondingly shorter.
