The sitting opened at 17.05.


2. Approval of the minutes of the previous sittings

The minutes of the sittings of 24 February 2016 and 25 February 2016 were approved.

Julie Ward had been present at the sitting of 24 February 2016, but her name was not on the attendance register.


3. Composition of Parliament

Ulla Tørnæs has been appointed to a post in the Danish Government.

Since, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 29 February 2016 and informed the Member State concerned thereof.

The Danish authorities had given notice of the election of Morten Løkkegaard to replace Ulla Tørnæs as Member of Parliament with effect from 3 March 2016.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Morten Løkkegaard would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


4. Composition of committees and delegations

The President had received the following requests for appointments from the ALDE Group:

Delegation for relations with the countries of Southeast Asia and the Association of Southeast Asian Nations (ASEAN) : Morten Løkkegaard

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


5. Delegated acts (Rule 105(6))

In accordance with Rule 105(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised with regard to:

the recommendation by the TRAN Committee to raise no objections to the draft Commission regulation amending Commission Regulation (EU) No 1178/2011 as regards pilot training, testing and periodic checking for performance-based navigation (D042244/03 - 2016/2545(RPS)) (B8-0287/2016)

If no objections to this recommendation are raised by a political group or at least 40 Members within 24 hours, it shall be deemed to have been approved. If this is not the case, it shall be put to the vote.

The recommendation is available on Europarl for the duration of the current part-session.

- Amending Protocol to the Agreement between the European Community and the Principality of Andorra providing for measures equivalent to those laid down in Council Directive 2003/48/EC on taxation of savings income in the form of interest payments.
