Knut Fleckenstein (rapporteur) proposed that the vote on the draft legislative resolution be postponed, under Rule 61(2), so as to move directly to interinstitutional negotiations on the basis of the mandate adopted.

Parliament approved the proposal by RCV (506 for, 144 against, 56 abstentions). The matter was thus deemed to have been referred back to the committee responsible for reconsideration.
