The final draft agenda for the September 2016 sittings (PE 587.335/PDOJ) had been distributed and the following changes had been proposed (Rule 152):

Monday, Tuesday

No changes.

Wednesday

Request by the ECR Group to include as the first item on the agenda for the afternoon a debate on the Council and Commission statements on 'Preparation of negotiations following the invocation by a Member State of Article 50 of the Treaty on European Union', to be wound up by the tabling of motions for resolutions.

The following spoke: Sander Loones, on behalf of the ECR Group, to move the request, Paul Nuttall, in favour of the request, and Esteban González Pons, against the request.

Parliament voted by roll-call vote (49 in favour, 245 against, 38 abstentions), to reject the request.

Request by the S&D to include as the first item on the agenda for the afternoon a debate on the Council and Commission statements on 'The need for a European reindustrialisation policy in light of the recent Caterpillar and Alstom cases', to be wound up by the tabling of motions for resolutions which would be put to the vote at the October I part-session. The sitting would accordingly be extended to midnight.

The following spoke: Notis Marias to state that his terminal had not been working during the preceding vote, and that he had intended to vote in favour.

The following spoke: Gianni Pittella, on behalf of the S&D Group, to move the request, Bart Staes, in favour of the request, and David Casa, against the request.

The following spoke: Manfred Weber, on behalf of the PPE Group, to request that separate votes be held on the request for a debate, on the one hand, and the request for the tabling of motions for resolutions, on the other.

Parliament adopted the S&D Group's request by electronic vote (222 in favour, 99 against, 12 abstentions).

The President informed Parliament that the Council had announced that it could not guarantee its attendance at the debates on Wednesday afternoon. He invited the Council to find some way of being present.

Thursday

Request from the GUE/NGL Group for the debate on Minimum income schemes in the EU (Item 89 on the final draft agenda) to be moved from the afternoon to the morning and included on the agenda as the first debate of the day, with the sitting accordingly starting at 08.00.

The following spoke: Paloma López Bermejo, on behalf of the GUE/NGL Group, to move the request, Neoklis Sylikiotis, in favour of the request, and David Casa, against the request.

Parliament agreed to the request by electronic vote (155 in favour, 134 against, 39 abstention).

A debate on Question for Oral Answer O-000102/2016 by the CULT Committee was included on the afternoon's agenda.

The order of business was thus established.
