1. Resumption of the session

The sitting opened at 17.00.


2. Statement by the President

The President made a statement on the earthquake that had devastated central Italy on 24 August 2016, causing extensive damage and leaving many casualties.

Parliament observed a minute's silence.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Announcement by the President

On 6 July 2016 the President had imposed, under Rule 166, a penalty on Janusz Korwin-Mikke (minutes of 7.7.2016, item 8) as a result of the unacceptable remarks he had made on the subject of African migrants at the sitting on 7 June 2016. On 18 July 2016 Mr Korwin-Mikke had appealed against that decision.

The Bureau had considered his appeal and confirmed unanimously the President's decision. The penalty entailed, firstly, forfeiting his entitlement to the subsistence allowance for a period of ten days and, secondly, suspension from any of the activities of Parliament or its bodies for a period of five consecutive days on which Parliament or any one of its bodies, committees or delegations were scheduled to meet, without prejudice to his right to vote in plenary. The penalty entered into force on that day, 12 September 2016.


5. Composition of Parliament

The Italian authorities had given notice of the election of Angelo Ciocca to replace Gianluca Buonanno as Member of Parliament with effect from 7 July 2016.

Parliament took note of this, with effect from 7 July 2016.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Angelo Ciocca would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


6. Verification of credentials

On a proposal from the JURI Committee, Parliament decided to validate the mandates of the Members Laima Liucija Andrikienė, with effect from 30 May 2016, Urszula Krupa, with effect from 24 June 2016, and Manuel dos Santos, with effect from 28 June 2016.


7. Request for the waiver of parliamentary immunity

The German authorities had forwarded a request to waive the parliamentary immunity of Hermann Winkler in relation to the criminal proceedings brought against him.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


8. Close of procedure for waiver of immunity

The JURI Committee, as the committee responsible, had notified the President that the Court of Budapest Districts II and III had ended the criminal proceedings brought against Csaba Molnár as a result of a private suit, since the plaintiffs had withdrawn their claim. This waiver of parliamentary immunity procedure had therefore been closed.


9. Composition of committees and delegations

The President had received the following requests for appointments from the PPE, EFDD and ENF Groups:

Text of the written declaration:

1.   Idiopathic diseases develop without a known cause. Idiopathic pulmonary fibrosis (IPF) is a chronic, progressive, fatal lung disease affecting older adults, not recognised as a rare disease in all EU countries.

2.   In Europe, between 80000 and 111000 people live with IPF. Around 35000 people are diagnosed annually.

3.   After diagnosis, survival is between 2 and 5 years. There is no cure to reverse the disease but early diagnosis would allow an improved ‘quoad vitam’ prognosis.

4.   Diagnosis and treatment are often delayed owing to insufficient information and an absence of diagnostic pathways..

5.   Many patients lack timely access to pharmacological and non-pharmacological treatment because of funding delays and the exclusion of IPF from national health baskets.

6.   Few IPF patients are eligible for lung transplants owing to inequality in the existing eligibility criteria in Europe.

7.   The Commission is called upon to promote research on IPF to find its cause and cure..

8.   The Commission is called upon to work in cooperation with Member States to enable access for IPF patients to orphan drugs and new medication approved by EMA..

9.   The Commission is called upon to invite Member States to facilitate access to lung transplants and non-pharmacological treatment by promoting best practices and to recognise the role of healthcare professionals in IPF care.

Text of the written declaration:

1.   The Convention against Trafficking in Human Organs was adopted by the Council of Europe on 9 July 2014 in order to criminalise illegal organ transplantations; it was subsequently opened for signature, and every country is encouraged to sign.

2.   There have been persistent credible reports on systematic, state-sanctioned organ harvesting from non-consenting prisoners of conscience in the People’s Republic of China, primarily from practitioners of Falun Gong peaceful meditation and exercises but also from Uighurs, Tibetans and Christians.

3.   The international community has strongly condemned organ harvesting in China and actions should be taken to end it.

4.   Owing to the severity of underlying abuse there is a clear need to organise without delay an independent investigation into ongoing organ harvesting in the People’s Republic of China.

5.   The Commission and the Council are called upon to implement Parliament’s resolution of 12 December 2013 on organ harvesting in China2 and provide a report on this issue.

6.   This declaration, together with the names of the signatories, is forwarded to the Council and the Commission.
