The President informed the House, under Rule 226(3), of the following interpretation of Rule 61(2), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:
"Nothing prevents Parliament from deciding to hold, if appropriate, a concluding debate following the report by the Committee responsible to which the matter has been referred back."
If this interpretation had not been contested by a political group or at least 40 Members, in accordance with Rule 226(4), before the approval of these Minutes it would be deemed to have been adopted. Otherwise it would be put to the vote in Parliament.
