1. Resumption of the session

The sitting opened at 17.00.


2. Statement by the President

The President, on behalf of the House, paid tribute to Shimon Peres, former President of Israel and winner of the Nobel Peace Prize in 1994, who had died on 28 September 2016.

Parliament observed a minute's silence.


3. Announcement by the President

The President announced that Ban Ki-moon, Secretary-General of the United Nations, and Ségolène Royal, the French Environment Minister and President of COP21, would be present the following day for the vote on the conclusion, on behalf of the European Union, of the Paris Agreement of 12 December 2015 on climate change. Ban Ki-moon would address the House before the vote.


4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


5. Composition of Parliament

Jordi Sebastià had given notice in writing of his resignation as Member of Parliament, with effect from 10 October 2016.

In accordance with Rule 4(1) and (3), Parliament had noted that the seat was vacant from that date and had informed the national authority concerned.


6. Verification of credentials

On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Angelo Ciocca with effect from 7 July 2016.


7. Request for waiver of immunity

The Hungarian authorities had forwarded a request to waive the immunity of Béla Kovács in relation to criminal proceedings brought against him by the Hungarian Chief Public Prosecutor's Central Investigations Office.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


8. Composition of committees and delegations

The President had received the following requests for appointments from the ALDE and ENF Groups:

IMCO Committee: Catherine Bearder to replace Antanas Guoga

FEMM Committee: Antanas Guoga to replace Catherine Bearder

Delegation to the ACP-EU Joint Parliamentary Assembly: Angelo Ciocca

9. Corrigenda (Rule 231)

The corrigenda were available on Europarl.

Monday

With the agreement of the political groups, the President proposed that the short presentation of the Thomas report entitled ‘How to make fisheries controls in Europe uniform’ (A8-0234/2016) (item 26 on the final draft agenda) be postponed until the October II part-session.

The House agreed to the proposal.

Tuesday

Subject to its adoption that day by the ENVI Committee, the La Via recommendation on the conclusion, on behalf of the European Union, of the Paris Agreement adopted within the framework of the United Nations Framework Convention on Climate Change would be included in Voting Time.

The House agreed to the proposal.

The President reminded the Members that UN Secretary-General Ban Ki-moon would be present for the vote on the de La Via recommendation. He would address the House briefly at 12:00, and the political groups would then have the floor.

If the House voted in favour, the letter forwarding the text to the Council would be signed in the presence of Ban Ki-moon, Jean-Claude Juncker (President of the Commission), Miguel Arias Cañete (Member of the Commission), Karmenu Vella (Member of the Commission), the President-in-Office of the Council and Ségolène Royal, the French Environment Minister and President of COP 21.

Wednesday

Request by the ECR Group to remove from the agenda the debate on the Commission statement on women’s rights in Poland (item 86 on the final draft agenda), which was to have been the fourth item of the afternoon.

The following spoke: Ryszard Antoni Legutko, on behalf of the ECR Group, to move the request, Jadwiga Wiśniewska, in favour of the request, and Malin Björk, against it.

Parliament rejected the request.

The debate on women’s rights in Poland was therefore kept on the agenda.

Request by the GUE/NGL Group to include, as the fifth item on the agenda for the afternoon, after debate on women’s rights in Poland, a Commission statement on the situation in Hungary: the referendum campaign and aspects of EU and international asylum law.
