The President said that Kaja Kallas (rapporteur) moved that the vote on the draft legislative resolution be postponed, under Rule 61(2), so that interinstitutional negotiations could entered into directly, on the basis of the mandate adopted.
Parliament approved the proposal. The matter was thus deemed to have been referred back to the committee responsible for reconsideration.
