3. Composition of Parliament
Martin Schulz had given notice in writing of his resignation as Member of Parliament, with effect from 11 February 2017.

5. Negotiations ahead of Parliament's first reading (Rule 69)
The President announced that he had received no request concerning the decision to enter into interinstitutional negotiations as announced in the Minutes of Wednesday 1 February 2017 (minutes of 1.2.2017, item 5).
The ECON Committee had therefore been able launch the negotiations on expiry of the deadline laid down in Rule 69(c)(2).
