8. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced the decisions of several committees to enter into interinstitutional negotiations in accordance with the first paragraph of Rule 69(c):

- LIBE Committee based on the report on the Proposal for a Regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1030/2002 laying down a uniform format for residence permits for third-country nationals (COM(2016)0434 – C8-0247/2016 – 2016/0198(COD)). Rapporteur: Jussi Halla-aho (A8-0065/2017)

- REGI Committee based on the report on the Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) No 1303/2013 as regards specific measures to provide additional assistance to Member States affected by natural disasters (COM(2016)0778 – C8-0489/2016 – 2016/0384(COD)). Rapporteur: Iskra Mihaylova ( A8-0070/2017)

- IMCO Committee based on the report on the Proposal for a Regulation of the European Parliament and of the Council on cooperation between national authorities responsible for the enforcement of consumer protection laws (Text with EEA relevance) (COM(2016)0283 - C8-0194/2016 – 2016/0148(COD)). Rapporteur: Olga Sehnalová (A8-0077/2017)

- JURI Committee based on the report on the Proposal for a Directive of the European Parliament and of the Council on certain permitted uses of works and other subject-matter protected by copyright and related rights for the benefit of persons who are blind, visually impaired or otherwise print disabled and amending Directive 2001/29/EC on the harmonisation of certain aspects of copyright and related rights in the information society (COM(2016)0596 – C8-0381/2016 – 2016/0278(COD)). - JURI Committee based on the report on the Proposal for a Regulation of the European Parliament and of the Council on the cross-border exchange between the Union and third countries of accessible format copies of certain works and other subject-matter protected by copyright and related rights for the benefit of persons who are blind, visually impaired or otherwise print disabled (COM(2016)0595 – C8-0380/2016 – 2016/0279(COD)). - ITRE Committee based on the report on the Proposal for a decision of the European Parliament and of the Council on the participation of the Union in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA) jointly undertaken by several Member States (COM(2016)0662 - C8-0421/2016 – 2016/0325(COD)). - ECON Committee based on the report on the Proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 345/2013 on European venture capital funds and Regulation (EU) No 346/2013 on European social entrepreneurship funds (COM(2016)0461 – C8-0320/2016 – 2016/0221(COD)). - BUDG Committee based on the report on the Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC, Euratom) No 480/2009 establishing a Guarantee Fund for external actions (COM(2016)0582 – C8-0374/2016 – 2016/0274(COD)). - BUDG Committee based on the report on the Proposal for a Decision of the European Parliament and of the Council amending Decision No 466/2014/EU granting an EU guarantee to the European Investment Bank against losses under financing operations supporting investment projects outside the Union (COM(2016)0583 – C8-0376/2016 – 2016/0275(COD)). Rapporteur: Eider Gardiazabal Rubial (A8-0135/2017).

In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, avant demain mardi 4 avril 2017, à minuit, that decisions to enter into negotiations be put to the vote

The negotiations may begin at any time after the expiry of this deadline if no request for a vote on the decision to enter into negotiations has been submitted to Parliament
