The sitting opened at 17.00.


2. Statements by the President

The President expressed Parliament's condolences to the Colombian people and to the families of the victims of the mudslide which struck the town of Mocoa on 2 April 2017.

The President expressed Parliament's condolences to the Russian people and to the families of the victims of the attack which struck St Petersburg on that day, 3 April 2017.

The President expressed his regret at the decision of the President of the Eurogroup, Jeroen Dijsselbloem, not to take part in the next day's debate on the state of play of the second review of the economic adjustment programme for Greece (point 88 of the draft agenda).


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Announcement by the President

In accordance with Rule 166 and after speaking to the Member concerned, the President had decided to impose a sanction on Piernicola Pedicini for using insulting language towards other Members during his speech in plenary on 14 March 2017. The sanction would consist of the forfeiture of entitlement to the daily subsistence allowance for a period of two days. The Member concerned had been informed of the decision.


5. Composition of Parliament

Vicky Maeijer had given notice in writing of her resignation as Member of Parliament, with effect from 16 March 2017.

In accordance with Rule 4(1), Parliament had noted that the seat was vacant from that date and had informed the national authorities concerned.


6. Composition of political groups

Jacek Saryusz-Wolski had left the PPE Group to sit with the non-attached Members with effect from 23 March 2017.


7. Verification of credentials

On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Arndt Kohn with effect from 24 February 2017.


8. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced the decisions of several committees to enter into interinstitutional negotiations in accordance with the first paragraph of Rule 69(c):

9. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday, 5 April 2017, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Decision of the European Parliament and of the Council on establishing an information exchange mechanism with regard to intergovernmental agreements and non-binding instruments between Member States and third countries in the field of energy, and repealing Decision No 994/2012/EU (00003/2017/LEX - C8-0127/2017 - 2016/0031(COD))

- Regulation of the European Parliament and of the Council on in vitro diagnostic medical devices and repealing Directive 98/79/EC and Commission Decision 2010/227/EU (00015/2017/LEX - C8-0125/2017 - 2012/0267(COD))

10. Delegated acts (Rule 105(6))

In accordance with Rule 105(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised with regard to:

- ECON Committee's recommendation to raise no objections to the Commission Delegated Regulation supplementing Regulation (EU) No 1286/2014 of the European Parliament and of the Council on key information documents for packaged retail and insurance-based investment products (PRIIPs) by laying down regulatory technical standards with regard to the presentation, content, review and revision of key information documents and the conditions for fulfilling the requirement to provide such documents

If no objections to this recommendation were raised by a political group or at least 40 Members within 24 hours, it would be deemed to have been approved. If this were not the case, it would be put to the vote.
