1. Resumption of the session

The session suspended on Thursday, 14 September 2017 was resumed.


2. Opening of the sitting

The sitting opened at 17.05.


3. Statement by the President

The President paid tribute to the two victims of the previous day's attack at the Saint-Charles station in Marseilles and expressed Parliament's condolences to their families.

He also referred to attacks of the previous day in Las Vegas and the day before that in Edmonton and expressed Parliament's condolences to the families of those directly affected.

Parliament observed a minute's silence in memory of the victims.


4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


5. Composition of Parliament

The relevant authorities in the Czech Republic, Romania, Bulgaria and Hungary had announced the election of Jiří Payne, Răzvan Popa, Asim Ahmedov Ademov and Lívia Járóka to the European Parliament with effect from 5, 13, 14 and 15 September 2017, to replace Petr Mach, Victor Negrescu, Mariya Gabriel and Ildikó Gáll-Pelcz, respectively.

Parliament took note of their election.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Jiří Payne, Răzvan Popa, Asim Ahmedov Ademov and Lívia Járóka would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.


6. Request for waiver of immunity

The German authorities had forwarded a request to waive the immunity of Ingeborg Gräßle in relation to an investigation procedure being conducted against her.

The French authorities had forwarded a request to waive the immunity of Steeve Briois in relation to an ongoing judicial procedure before the District Court of Douai.

Pursuant to Rule 9(1), the requests had been referred to the committee responsible, the JURI Committee.


7. Corrigendum (Rule 231)

The ENVI Committee had forwarded the following corrigendum to a text adopted by Parliament:

- Corrigendum P7_TA(2012)0010(COR01) to Regulation (EU) No 528/2012 of the European Parliament and of the Council of 22 May 2012 concerning the making available on the market and use of biocidal products (OJ L 167, 27.6.2012, p. 1) (position of the European Parliament adopted at second reading on 19 January 2012 with a view to the adoption of the above regulation) (P7_TA(2012)0010) (05032/2/2011 – C7-0251/2011 – 2009/0076(COD)) - ENVI Committee

In accordance with Rule 231(4), this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum would be available on Europarl for the remainder of the current part-session.

13. Order of business

The final draft agenda for the octobre I plenary sittings (PE 611.537/PDOJ) had been distributed and the following changes had been proposed (Rule 149a):

Monday

No changes.

Tuesday

- Request from the ENF Group for the debate on the state of play of negotiations with the United Kingdom (point 59 of the final draft agenda) not to be concluded by the submission of motions for resolutions.

The following spoke: Janice Atkinson, on behalf of the ENF Group, to move the request, and Guy Verhofstadt, on behalf of the ALDE Group, against the request.

Parliament rejected the request.

- Request from the Verts/ALE Group for a debate on "Objection to an implementing act: Scientific criteria for the determination of endocrine disrupting properties" to be added to the agenda.

The following spoke: Philippe Lamberts, on behalf of the Verts/ALE Group, to move the request.

Parliament agreed to the request by electronic vote (213 in favour, 140 against, 3 abstentions).

The debate was added to the agenda for Tuesday afternoon.

Wednesday

The President announced that he had received a number of requests from the political groups concerning the situation in Catalonia.

He stated that Parliament would be required to decide, firstly, on the possibility of adding a debate to the agenda of the present part-session; secondly, on the date of the debate; and thirdly, on its title.

Parliament approved the addition of a debate to the agenda.

The President announced that the Verts/ALE and GUE/NGL Groups had asked for the debate to be held on Tuesday, while the S&D Group had requested Wednesday.

The following spoke: Gianni Pittella, on behalf of the S&D Group, to confirm that his Group had requested Wednesday.

The President noted that the Verts/ALE Group supported the request of the S&D Group.

The following spoke: Victor Boştinaru, against holding the debate in the morning.

The President stated that the PPE and ALDE Groups had requested that the debate be held on Wednesday afternoon.

Parliament agreed to the request.

The following spoke: James Carver, on behalf of the EFDD Group, to ask for the debate to be held as soon as possible, i.e. on Tuesday (The President reminded him that Parliament had already expressed its preference for Wednesday afternoon).

The President announced that the political groups had asked for the title of the debate to be as follows:

'Large-scale police violence against peaceful citizens in Catalonia' (Verts/ALE and GUE/NGL Groups);

"Constitution, the rule of law and fundamental rights in Spain following the events in Catalonia' (PPE, S&D and ALDE Groups);

'The rule of law and violent, hostile acts by the Spanish government against the Catalan people' (EFDD Group).

The EFDD Group asked, inter alia, for the debate to be concluded by the tabling of motions for resolutions.

The following spoke:

- Ska Keller, on behalf of the Verts/ALE Group, and Maria João Rodrigues, on behalf of the S&D Group, to move the requests by their respective Groups,

- Françoise Grossetête, on behalf of the PPE Group, and Guy Verhofstadt, on behalf of the ALDE Group, to support the request by the S&D Group,

- Bruno Gollnisch, to request a more general title,

- Jonathan Arnott, on behalf of the EFDD Group, to move the request by his Group for motions for resolutions to be tabled,

- Manfred Weber, on behalf of the PPE Group, to propose that the request by the S&D Group be the first to be voted on,

- Matt Carthy and Gabriele Zimmer, on behalf of the GUE/NGL Group, the latter in support of adding a reference to 'fundamental rights' to the title of the debate, as suggested by the S&D Group, but against the tabling of motions for resolutions, and

- Esteban González Pons, on behalf of the PPE Group, to ask for Parliament to vote on the request by the S&D Group and for the debate to take the form of the Chairs of the political groups each speaking in turn.

The President noted that, with the exception of the EFDD Group, there was agreement on the title requested by the S&D and PPE Groups.

Parliament approved the request by the S&D and PPE Groups.

The debate would take place on Wednesday at 15.00.
