1. Resumption of the session

The session suspended on Thursday 5 October 2017 was resumed.


2. Opening of the sitting

The sitting opened at 17.04.


3. Statement by the President

The President made a statement in the wake of the forest fires in Portugal and Spain. He announced European-level measures to prevent fires and support victims. He announced the decision of the Presidents of the Commission, the Council and Parliament to donate the amount received as part of the Princess of Asturias Award, awarded to the European Union in Oviedo, Spain, on Friday, 20 October 2017, to the victims.

Parliament observed a minute's silence in memory of the victims of the forest fires in Portugal and Spain and of Hurricane Ophelia in Ireland.


4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


5. Composition of Parliament

Ulrike Lunacek had given notice in writing of her resignation as Member of Parliament, with effect from 9 November 2017.

Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned.

The United Kingdom authorities had given notice of the election of Rory Palmer to replace Glenis Willmott as Member of Parliament with effect from 3 October 2017.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Rory Palmer would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


6. Election of a Vice-President of the European Parliament (submission of applications)

Following the resignation of Ulrike Lunacek from her post as Vice-President as of 24 October 2017 and at the proposal of the President, the deadline for the submission of applications for the election of a Vice-President had been set at 18:00 on Tuesday, 24 October 2017.

The election would take place at 12:00 on Thursday, 26 October 2017.


7. Verification of credentials

On a proposal from the JURI Committee, Parliament validated the mandates of Francis Zammit Dimech, Rupert Matthews, France Jamet, Dennis Radtke and Jonathan Bullock.


8. Composition of committees and delegations

The President had received the following requests for appointments from the GUE/NGL and EFDD Groups:

TRAN Committee: Marie-Pierre Vieu to replace Stelios Kouloglou

Delegation to the Euro-Latin American Parliamentary Assembly: Marie-Pierre Vieu

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


9. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday, 25 October 2017, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure.

If no objections to these recommendations are raised by a political group or by a number of Members corresponding at least to the threshold within 24 hours, they shall be deemed to have been approved. If this is not the case, they shall be put to the vote.

The following spoke: Daniele Viotti on the case of Ahmadreza Djalali, an Iranian scientist resident in Sweden, who had been condemned to death in Iran (the President noted that the abolition of the death penalty was a priority for the European Union and that he would be contacting the Iranian President) and James Carver on the terrorist attack in Mogadishu, Somalia, which had left hundreds dead and wounded (the President spoke in support of Mr Carver's speech).

The final draft agenda for the Octobre II 2017 plenary sittings (PE 611.536/PDOJ) had been distributed and the following changes had been proposed (Rule 149a):

- Request by the Verts/ALE Group for the debate on 'Combating sexual harassment and abuse in the EU' (item 67 of the final draft agenda) to be concluded by the submission of motions for resolution.

The following spoke: Ska Keller, on behalf of the Verts/ALE Group, to move the request.

Parliament approved the request.

- Request by the ALDE Group for the debate scheduled for Wednesday morning (item 36 of the final draft agenda) on the 'Protection of workers from the risks related to exposure to carcinogens or mutagens' to be swapped with the Commission statement on 'Combating sexual harassment and abuse in the EU'.

The following spoke: Sophia in 't Veld, on behalf of the ALDE Group, to move the request, and Maria João Rodrigues, on behalf of the S&D Group, to oppose the request.

Parliament approved the request.

The President referred to the Bureau decision of 14 April 2014 on the internal rules of the Advisory Committee dealing with harassment complaints between Accredited Parliamentary Assistants and Members of the European Parliament and its prevention at the workplace and referred also to the role of this committee and the procedure to be followed in psychological or sexual harassment cases.
