9. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced that he had received a request from the Verts/ALE Group and a number of Members reaching the medium threshold to put to the vote the decision by the JURI Committee to enter into interinstitutional negotiations announced in the minutes of 29 November 2017 (minutes of 29.11.2017, item 8).

The vote would take place the following day in accordance with Rule 69(2).

The President announced that no request had been received on behalf of a number of Members or a political group or groups reaching at least the medium threshold concerning the other decisions to enter into interinstitutional negotiations announced in the Minutes of Wednesday 29 November 2017 (minutes of 29.11.2017, item 8).

The CULT, AFCO and IMCO/JURI Committees had therefore been able to start the negotiations following the expiry of the deadline laid down in Rule 69c(2).

The President announced the decisions by several committees to enter into interinstitutional negotiations pursuant to Rule 69c (1):

- IMCO Committee, on the basis of the report on the proposal for Directive of the European Parliament and of the Council on the enforcement of the Directive 2006/123/EC on services in the internal market, laying down a notification procedure for authorisation schemes and requirements related to services, and amending Directive 2006/123/EC and Regulation (EU) No 1024/2012 on administrative cooperation through the Internal Market Information System (COM(2016)0821 – C8-0011/2017 – 2016/0398(COD)). Rapporteur: Sergio Gutiérrez Prieto (A8-0396/2017)

- IMCO Committee, on the basis of the report on proposal for a Directive of the European Parliament and of the Council on a proportionality test before adoption of new regulation of professions (COM(2016)0822 – C8-0012/2017 – 2016/0404(COD)). Rapporteur: Andreas Schwab (A8-0395/2017)

- ECON Committee and LIBE, on the basis of the report on the proposal for a Proposal for a regulation of the European Parliament and of the Council on controls on cash entering or leaving the Union and repealing Regulation (EC) No 1889/2005 (COM(2016)0825 – C8-0001/2017 – 2016/0413(COD)). Rapporteurs: Mady Delvaux and Juan Fernando López Aguilar (A8-0394/2017)

In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, before midnight the following day, Tuesday 12 December, that decisions to enter into negotiations be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.
