The President noted that, in order to determine the 2/3 majority, only the votes for or against would be used in calculating the votes cast, in accordance with Rule 178, paragraph 3.

The following spoke: Ryszard Antoni Legutko, to oppose this method of calculation for the vote in question, which was taking place on the basis of Rule 21 (the President confirmed that Rule 178 applied to the vote), and Richard Corbett, member of the AFCO Committee, to support the President's interpretation of Rule 178.
