1. Resumption of the session

The session suspended Thursday 15 March 2018 was resumed.


2. Opening of the sitting

The sitting opened at 17.04.


3. Statement by the President

The President made a statement about the recent American, British and French strikes on chemical weapons facilities in Syria.

The following spoke: Edouard Martin, concerning follow-up to the adoption, on 26 October 2017, of the European Parliament resolution on combating sexual harassment and abuse in the EU (minutes of 26.10.2017, item 10.6) and Takis Hadjigeorgiou, concerning the situation in Cyprus.


4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

Alberto Cirio had attended the sitting of 15 March 2018 but his name had not appeared on the attendance list.

The following spoke: Jörg Meuthen, on the International Day of Families, held on 15 May 2018, and Tomáš Zdechovský, on the previous speech.


5. Composition of Parliament

The Polish and Swedish authorities had given notice of the election of Dobromir Sośnierz and Aleksander Gabelic as Members of the European Parliament with effect from 22 March and 4 April 2018, to replace Janusz Korwin-Mikke and Jens Nilsson, respectively.

Parliament took note of their election.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Dobromir Sośnierz et Aleksander Gabelic would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Gianni Pittella and Matteo Salvini had informed the President of their election to the Senate of the Italian Republic, and Lorenzo Fontana had informed him of his election as a member of the Italian Chamber of Deputies, all three appointments having effect from 23 March 2018.

Parliament noted that, pursuant to Article 7(1) and (2) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, the aforementioned Members had been appointed to posts incompatible with that of Member of the European Parliament, and declared the seats of Gianni Pittella, Matteo Salvini and Lorenzo Fontana vacant with effect from 23 March 2018, and informed the Italian authorities of this.

Jean-Paul Denanot had given notice in writing of his resignation as Member of Parliament, with effect from 11 June 2018.

In accordance with Rule 4(1) and (2), Parliament established this vacancy and informed the Member State concerned.


6. Verification of credentials

On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Jacques Colombier with effect from 2 February 2018.


7. Composition of political groups

Laurenţiu Rebega had ceased to be a non-attached Member and joined the ECR Group with effect from 3 April 2018.

Kazimierz Michał Ujazdowski had ceased to be a Member of the ECR Group, and had been a non-attached Member with effect from 13 April 2018.


8. Composition of committees and delegations

The President had received the following requests for appointments from the PPE, ECR, S&D and ENF Groups, as well as the non-attached Members:

AFET Committee: Dobromir Sośnierz to replace Janusz Korwin-Mikke

REGI Committee: Aleksander Gabelic to replace Jens Nilsson

9. Action taken following a request for waiver of immunity

The competent authority of Germany had informed the President of the ruling of the Grimma District Court in criminal proceedings against Hermann Winkler following the waiver of his immunity by decision of the European Parliament of 12 April 2016 (minutes of 12.4.2016, item 5.6).


10. Parliament's calendar of part-sessions 2019

The Conference of Presidents, at its meeting of Thursday, 12 April 2018, had adopted the draft calendar of part-sessions for the 2019 parliamentary year.

The dates were as follows:

11. Negotiations before the first reading in Parliament (Rule 69(c))

The President announced the decisions by several committees to enter into interinstitutional negotiations pursuant to Rule 69c (1):

—   TRAN Committee, on the basis of the report on the proposal for a regulation of the European Parliament and of the Council on safeguarding competition in air transport, repealing Regulation (EC) No 868/2004 (COM(2017)0289 – C8-0183/2017 – 2017/0116(COD)). Rapporteur: Markus Pieper (A8-0125/2018);

—   ITRE Committee, on the basis of the report on the proposal for a directive of the European Parliament and of the Council amending Directive 2009/73/EC concerning common rules for the internal market in natural gas (COM(2017)0660 – C8-0394/2018 – 2017/0294(COD)). —   EMPL Committee, on the basis of the report on the proposal for a directive of the European Parliament and of the Council amending Directive 2004/37/EC on the protection of workers from the risks related to exposure to carcinogens or mutagens at work (COM(2017)0011 – C8-0010/2017 – 2017/0004(COD)). Rapporteur: Claude Rolin (A8-0142/2018).

In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, before midnight on Tuesday 17 avril 2018, that decisions to enter into negotiations be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.


12. Delegated acts (Rule 105(6))

In accordance with Rule 105(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised with regard to:

- The recommendation of the JURI Committee to raise no objections to the Commission Delegated Regulation of 5 March 2018 supplementing Regulation (EU) 2017/1001 of the European Parliament and of the Council on the European Union trade mark, and repealing Delegated Regulation (EU) 2017/1430 (C(2018)01231; 2018/2618(DEA)) (B8-0187/2018).

If this recommendation was not opposed by a political group or by a number of Members reaching at least the low threshold within 24 hours, it would be deemed approved. If not, it would be put to the vote.

The recommendation would be available on Europarl for the duration of the current part-session.


13. Corrigendum (Rule 231)

The ECON Committee had forwarded the following corrigendum to a text adopted by Parliament:

Corrigendum (P8_TA(2015)0346(COR01) to Directive (EU) 2015/2366 of the European Parliament and of the Council of 25 November 2015 on payment services in the internal market, amending Directives 2002/65/EC, 2009/110/EC and 2013/36/EU and Regulation (EU) No 1093/2010, and repealing Directive 2007/64/EC (OJ L 337, 23.12.2015, p. 35) (position of the European Parliament adopted at first reading on 8 October 2015 with a view to the adoption of the above directive) (P8_TA(2015)0346) (COM(2013)0547 – C7-0230/2013 – 2013/0264(COD)) - ECON Committee

In accordance with Rule 231(4), this corrigendum would be deemed approved unless a request was made within 24 hours by a political group or a number of Members reaching at least the low threshold that it be put to the vote.

The corrigendum would be available on Europarl for the remainder of the current part-session.
