1. Resumption of the session

The session suspended Thursday 14 June 2018 was resumed.

2. Opening of the sitting

The sitting opened at 17.00.

3. Statements by the President

The President stated that it was the centenary of the birth of Nelson Mandela, winner of the Sakharov Prize in 1988, and the embodiment of the principles of freedom, equality, justice and reconciliation, values which were at the very heart of the European Union and Parliament. In cooperation with South Africa's diplomatic mission in Brussels, Parliament was taking part in the celebrations by organising a concert in honour of Nelson Mandela in the Yehudi Menuhin space. The President also announced that he would welcome Graça Machel, Mr Mandela's widow, to the the September part-session.

The President made a statement expressing Parliament's profound concern at the repeated attacks against the Roma community in Ukraine, the latest of which had left one person dead and four injured. The President expressed his condolences to the victim's family, wished for the speedy recovery of those injured and said that Parliament would be in ongoing contact with the Ukrainian authorities to monitor the situation.

4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

The following spoke: Ska Keller, on the rights of the Roma people in Ukraine and on the conclusions of the European Council meeting of 28 June 2018, in particular on Parliament's role in the 'Dublin reform' (the President provided clarifications on his speech at the Council meeting, and confirmed Parliament's position on asylum reform and the issue of own resources), Bruno Gollnisch, on his parliamentary allowances and the application of Article 68(2) of the Implementing Measures for the Statute for Members of the European Parliament (the President promised to look into the matter), and Daniele Viotti, on the banning of the Istanbul Gay Pride festival (the President confirmed Parliament's position supporting the unwavering defence of the rights of Turkish citizens).

5. Composition of Parliament

The competent authorities of Luxembourg had given notification that Claude Turmes had been appointed as a member of the government with effect from 20 June 2018.

Parliament noted that, pursuant to Article 7(1) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, this post was incompatible with that of Member of the European Parliament and established the vacancy of his seat with effect from 20 June 2018.

The Luxembourg authorities had given notice of the election of Tilly Metz to replace Claude Turmes with effect from 20 June 2018, as well as the election of Christophe Hansen to replace Viviane Reding with effect from 2 September 2018.

Parliament took note of their election.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Tilly Metz and Christophe Hansen would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.

6. Verification of credentials

On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Giuseppe Ferrandino with effect from 17 April 2018.

7. Assessment of compliance of a mission entrusted to a Member

At its meeting of 20 June 2018, the JURI Committee undertook, pursuant to Rule 4(5), an assessment of the compliance of the temporary mission on France's horse-racing sector entrusted by the Prime Minister of France to Jean Arthuis with the Act of 20 September 1976, and found it to be in compliance with the Act..
