5. Negotiations ahead of Parliament's first reading (Rule 69c) (consent)

The President announced that he had received a request from the EFDD and ENF Groups concerning the LIBE Committee's decision to open interinstitutional negotiations on the basis of the report on the draft regulation of the European Parliament and of the Council modifying Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement (Kosovo) (COM(2016)0277 – C8-0177/2016 – 2016/0139(COD)) Rapporteur: Tanja Fajon (A8-0261/2016), announced in the minutes of Monday 10 September 2018 (minutes of 10.9.2018, item 8).
The vote would be held the following day, pursuant to Rule 69c (2).

The President announced that he had not received enough requests from Members or a political group or groups on the other decisions to enter into interinstitutional negotiations announced in the minutes of Monday 10 September 2018 (minutes of 10.9.2018, item 8) to meet the medium threshold.

The JURI, ITRE, TRAN, EMPL, LIBE, ECON and IMCO committees could therefore enter into negotiations after the expiry of the deadline set out under Rule 69c (2).
