9. Negotiations before the first reading in Parliament (Rule 69(c))

The President announced the decisions by committees to enter into interinstitutional negotiations on the basis of the following reports (in accordance with Rule 69c(1):

—   JURI Committee, based on the report on the proposal for a directive of the European Parliament and of the Council amending Directive (EU) 2017/1132 as regards cross-border conversions, mergers and divisions (COM(2018)0241 – C8-0167/2018 – 2018/0114(COD)). Rapporteur: Evelyn Regner (A8-0002/2019);

—   ECON Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2016/1011 on low carbon benchmarks and positive carbon impact benchmarks (COM(2018)0355 - C8-0209/2018 - 2018/0180(COD)). Rapporteur: Neena Gill (A8-0483/2018);

—   LIBE Committee, based on the proposal for a regulation of the European Parliament and of the Council on the marketing and use of explosives precursors, amending Annex XVII to Regulation (EC) No 1907/2006 and repealing Regulation (EU) No 98/2013 on the marketing and use of explosives precursors (COM(2018)0209 - C8-0151/2018 - 2018/0103(COD)). Rapporteur: Andrejs Mamikins (A8-0473/2018);

—   PECH Committee, based on the proposal for a regulation of the European Parliament and of the Council establishing a multi-annual plan for the fisheries exploiting demersal stocks in the western Mediterranean Sea (COM(2018)0115 - C8-0104/2018 - 2018/0050(COD)). Rapporteur: Clara Aguilera (A8-0005/2019);

—   TRAN Committee, based on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EC) No 391/2009 with regard to the withdrawal of the United Kingdom from the Union (COM(2018)0567 - C8-0384/2018 - 2018/0298(COD)). Rapporteur: Isabella De Monte (A8-0004/2019);

—   TRAN Committee, based on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 1316/2013 with regard to the withdrawal of the United Kingdom from the Union (COM(2018)0568 - C8-0385/2018 – 2018/0299(COD)). Rapporteur: Karima Delli (A8-0009/2019);

—   TRAN Committee, based on the proposal for a regulation of the European Parliament and of the Council establishing a European Maritime Single Window environment and repealing Directive 2010/65/EU (COM(2018)0278 - C8-0193/2018 – 2018/0139(COD)). Rapporteur: Deirdre Clune (A8-0006/2019);

—   TRAN Committee, based on the proposal for a directive of the European Parliament and of the Council amending Directive 2008/96/EC on road infrastructure safety management (COM(2018)0274 - C8-0196/2018 - 2018/0129(COD)). Rapporteur: Daniela Aiuto (A8-0008/2019);

—   TRAN Committee, based on the proposal for a directive of the European Parliament and of the Council amending Directive 2008/106/EC on the minimum level of training of seafarers and repealing Directive 2005/45/EC (COM(2018)0315 - C8-0205/2018 - 2018/0162(COD)). Rapporteur: Dominique Riquet (A8-0007/2019);

In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, before midnight on the following day, Tuesday, 15 January 2019, that decisions to enter into negotiations be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.
