Krišjānis Kariņš had been elected Prime Minister of Latvia with effect from 23 January 2019.
Parliament noted that, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the Members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament. Pursuant to Rules 3(2), paragraph 2, and 4(1) and (4), Parliament established that the seat would be vacant as of 23 January 2019.

The Latvian authorities had given notice of the election of Aleksejs Loskutovs to replace Krišjānis Kariņš as Member of Parliament with effect from 24 January 2019.
Parliament took note of his election.
Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Aleksejs Loskutovs would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
