1. Opening of the sitting (first sitting of the newly-elected Parliament)

The sitting opened at 10.05.

Pursuant to the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage and under Rule 154(2), Antonio Tajani (the Member provisionally in the chair under Rule 14(1)) declared open the first sitting of the European Parliament following the elections and gave a short address.

The European anthem was performed by the vocalist Anaïs Yvoz and the Avena Quartet.


2. Composition of Parliament

The following changes to the composition of Parliament since the last part-session of the previous parliamentary term, which had taken place from 15 to 18 April 2019, were noted.

Teresa Jiménez-Becerril Barrio and Sergio Gutiérrez Prieto had been elected to the Spanish national parliament (Congreso de los Diputados), which was an office incompatible with that of Member of the European Parliament. Their seats had accordingly become vacant pursuant to Rule 4(1) and (2), with effect from 21 May 2019.

The Spanish authorities had given notice of the election of Pablo Arias Echeverría to replace Teresa Jiménez-Becerril Barrio as Member of Parliament with effect from 21 May 2019.

Jeppe Kofod had been appointed Denmark's Minister for Foreign Affairs, which was an office incompatible with that of Member of the European Parliament. Therefore, pursuant to Rules 3(2)(2)(2) and 4(1), his seat had become vacant with effect from 27 June 2019.


3. Composition of political groups

The following changes to the composition of Parliament's political groups since the last part-session of the previous parliamentary term, which had been held from 15 to 18 April 2019, were noted.

Peter van Dalen had left the ECR Group with effect from 18 June 2019 and would henceforth sit with the non-attached Members.


4. Verification of credentials

All documents concerning the proclamation of election of Members would be forwarded to the committee responsible for verifying credentials, which would be set up pursuant to Rule 206.

Pursuant to Rule 3(2), until such time as Members' credentials had been verified or a ruling had been given on any dispute, Members would take their seats in Parliament and on its bodies and enjoy all the rights attaching thereto, provided that they had first signed the declaration of non-incompatibility.

Under Article 7 of the Act concerning the election of the members of the European Parliament by direct universal suffrage, Members performing duties incompatible with the office of a Member of the European Parliament would not be able to take up their seats. Members not yet having signed the declaration of non-incompatibility and not yet in a position to enjoy all their rights were therefore invited to sign the declaration immediately.


5. Election of the President and Vice-Presidents (appointment of tellers)

The election of the President of Parliament had been scheduled for the following day.

Antonio Tajani (provisional Chair) announced that, pursuant to Rule 15(1), nominations had to be submitted with the consent of the persons concerned, by a political group or at least 38 Members and by 22.00 pm that day at the latest.

Antonio Tajani drew lots to appoint eight tellers for the election of the President and the Vice-Presidents.

The following were appointed: Jan Olbrycht, Peter Jahr, Henrik Overgaard Nielsen, Jerzy Buzek, Bernard Guetta, Alexandra Lesley Phillips, Barbara Thaler and Catherine Chabaud.


6. Action taken on Parliament's positions and resolutions

The Commission communications on the action taken on the resolutions adopted by Parliament during the November I 2018, December 2018 and January I 2019 part-sessions were available on Europarl.

The Commission communication on the action taken on the positions and resolutions adopted by Parliament at the February 2019 part-session was available on Europarl.


7. Agenda of the next sitting

The agenda of the next day's sitting had been established ('Agenda' PE 640.068/OJME).


8. Closure of the sitting

The sitting closed at 10.24.
