Talmannenmeddelade att han från de politiska grupperna och de grupplösa ledamöterna mottagit utnämningarna till utskotten, i enlighet med artikel 209 i arbetsordningen.
Förteckningarna över utskottens sammansättning offentliggörs på parlamentets webbplats och finns bifogade till detta protokoll (bilaga 1 till protokollet av den 4.7.2019).
3. Val av parlamentets kvestorer
Omröstning genomfördes om valet av kvestorer, i enlighet med artikel 18 i arbetsordningen.
Talmannen tillkännagav att han mottagit följande nomineringar till platserna som kvestorer: Monika Beňová, Gilles Boyer, David Casa, Karol Karski och Anne Sander.
Kandidaterna hade gett sitt godkännande till nomineringarna.
Talmannen meddelade att kandidaterna i enlighet med artikel 15.1 i arbetsordningen valdes med acklamation eftersom antalet kandidater inte översteg antalet lediga platser. Han bekräftade att rangordningen skulle bestämmas genom sluten elektronisk omröstning, i enlighet med artiklarna 18 och 17.2 i arbetsordningen. Talmannen informerade parlamentet om hur detta skulle gå till.
Omröstningen genomfördes.

6. Justering av protokollet från föregående sammanträde
Talmannen föreslog att parlamentet skulle frångå artikel 202.3 i arbetsordningen och redan nu justera protokollet från föregående sammanträde.
Parlamentet gav sitt bifall till detta tillvägagångssätt och justerade protokollet.
7. Justering av protokollet från detta sammanträde och översändande av antagna texter
I enlighet med artikel 202.3 i arbetsordningen ska protokollet från detta sammanträde föreläggas kammaren för justering vid inledningen av nästföljande sammanträde.
Med parlamentets godkännande ska de texter som antagits under denna sammanträdesperiod omedelbart översändas till mottagarna.
8. Utskottens sammansättning
På begäran av S&D-gruppen ratificerade parlamentet följande begäranden om utnämningar:

9. Parlamentets sammansättning
Frans Timmermans, kommissionens förste vice ordförande, hade meddelat talmannen att han begärde entledigande med verkan från och med den 2 juli 2019.
Parlamentet konstaterade i enlighet med artikel 7.1 i akten av den 20 september 1976 om allmänna direkta val av ledamöter av Europaparlamentet att detta ämbete är oförenligt med uppdraget som ledamot av Europaparlamentet och förklarade i enlighet med artikel 4.1 och 4.4 i arbetsordningen platsen vakant med verkan från och med den 2 juli 2019.

The Group of the European People's Party is hereby established.
The Group of the European People's Party was constituted on 5 June 2019 and consists of 182 Members.
The Members adhered to the EPP Group pursuant to the Article 3 of the EPP Group Rules of Procedure:

Membership of the Group
(1) The Group shall consist of Members elected to the European Parliament on the lists of the member parties of the European People's Party.
(2) Other Members of the European Parliament may become Members of the Group of the European People's Party if they subscribe to the political programme of the European People's Party and accept these Rules of Procedure.
(3) These Members (Article 3 paragraph 1 and paragraph 2) are committed to a policy, which, on the basis of a Constitution, pursues the process of federal unification and integration in Europe, which is a constituent element of the European Union as a Union of citizens and States.

S&D political declaration:
"We, the progressives of the European Parliament, members of the S&D Group, are the heirs to the long tradition of those who struggle for social and tax justice, equity and solidarity. We stand for the protection of our natural environment and seek to prevent climate disaster. We propose a new social contract for Europe, based on United Nations sustainable development goals, as well as a just transition of European welfare states into European social-ecological states, including strong workers' rights, upward social and geographical cohesion as well as legal immigration. We fight for full gender equality and against all forms of discrimination as stated in the EU Charter of Fundamental Rights. We believe in the rule of law and fight to guarantee it within national, European and international legal orders.
We are committed to reforming our European Union to make it more democratic, more effective and with greater solidarity, able to compete with other global powers, and proud to lead the world on human rights, sustainable development, migration and peace, thereby providing a vision for a different, people-oriented, fair and equitable globalisation. We are committed to leading and shaping globalisation according to our principles and our values, to defending multilateralism and to fortifying the strong economic and technological standing of the European Union.

A historic moment
This is a historic moment. The 2019 elections were the chance for citizens to choose which Europe they want to live in. By showing up in larger numbers than ever before, Europeans voted to give us a stronger voice to achieve a stronger Europe for the future.
Our Group has already made our choice.
For us, there was always only one way forward. For us, Europe is our future and is well worth fighting for. The European Union has the chance to renew itself and be able to deliver on the bigger issues, deliver on the expectations of our citizens and deliver tangible added-value enabling them to understand how it positively affects their lives. Our commitment is clear: it is because we believe in the future of Europe that we want to change it!
Our Europe, one Europe
For the European Union to be strong, it must be both a project of European unification after the Cold War as well as the post-World War II peace project. Reuniting Europe through a genuine and deep process of integration of all European countries, from East to West and from North to South, must remain a key element of our Europe of the future.
Reclaiming the promises of Europe
We propose to reclaim the original European values: peace, freedom, prosperity, in a time of climate crisis, conflicts at our borders, terrorism, economic challenges and lasting unemployment within our continent. All over Europe citizens are demanding more action. We want to rekindle the humanistic identity of Europe by always putting the citizens at the core of our priorities. Economic growth, environmental sustainability, fair competition, convergence rights and responsibility go hand in hand. A united Europe is a better tool for finding solutions for a balanced response to migration flows, to invest increasingly in innovation and in skills and drive the digital transition.
Sustainable continent for future generations
We need to take responsibility where others are doubting the ecological imperative. Because the reinvention of Europe will only make sense if future generations can live in a preserved environment and successfully make the transition towards sustainable and circular use of our finite resources. We have all made promises in Paris 2015 and now is the time to deliver on them with effective instruments and a strictly technology-neutral approach. We will make this our priority. For us, the ecological imperative goes hand in hand with delivering economic prosperity. They are mutually inclusive.
Promoting democracy and defending the rule of law, human and fundamental rights
The Union we want is one in which democracy and the right of every human is fully respected. Fair elections, opposition rights, and a free press and media as well as free sciences and academic teaching. We also need to do more in order to safeguard the right of all citizen, gender equality, the fight against xenophobia protection of national and cultural minorities and ensure the society we live in remains tolerant. We firmly reject the nationalist or illiberal movements that are surging in some parts of Europe."

NOTIFICATION TO THE PRESIDENT OF THE EUROPEAN PARLIAMENT
ESTABLISHMENT OF A POLITICAL GROUP PURSUANT TO RULE 33 OF PARLIAMENT'S RULES OF PROCEDURE STATEMENT
The Identity and Democracy Group (abbreviation: ID) is hereby established.
The purpose of the group will be:
Political declaration
"The Members of the Identity and Democracy Group base their political project on the
upholding of freedom, sovereignty, subsidiarity and the identity of the European peoples and nations. They acknowledge the Greek-Roman and Christian heritage as the pillars of European civilization.
They advocate voluntary cooperation between sovereign European nations, and therefore reject any further evolution toward a European superstate. The Members of the ID Group acknowledge that the nation State is the highest possible level in which democracy can fully function. They oppose any new transfer of power from the nations to the European Union.
Inspired by the idea of a Europe of cooperation, the new alliance and its Members are conscious of the need to deeply reform the existing EU in a way to strengthen the principles of subsidiarity and democracy, to introduce direct democracy as well as to implement more transparency and accountability in the decision-making process.
The ID Group aims to safeguard the identity of the citizens and nations in Europe. The right to control, regulate and limit immigration is a fundamental principle shared by the Members of the Group. So is their willingness to fight for a safer Europe with well• protected external borders and a stronger cooperation to tackle terrorism and islamisation. The Members unequivocally oppose the possible accession of Turkey.
The members of the Group are strongly committed to the defense of the rule of law and individual freedom, with a particular emphasis on the protection of freedom of speech. They reject any past or present affiliation, connection or sympathy to any authoritarian or totalitarian project. They are not interested to revive disputes related to the past, but are instead fully focussed on the present and the future of Europe.
Priorities of the Group for the 2019-2024 term
- Member States have the right to take back parts of the sovereignty they lost to the EU. No new competences should be transferred to the EU. The Group will oppose any extension of policy areas where the member States' veto right would no longer apply.
- A better protection of the EU's external borders is needed. Every nation has the right to protect, control and supervise its own borders. The EU should focus more on the effective returning of illegal and criminal immigrants to their countries of origin.
- European civilization, its Christian heritage and national identities should be protected and embraced. The negotiations on the accession of Turkey, which is not a European country, must be put to an end.
- The Group is opposed to any attempt to impose a eurozone budget and direct EU taxes."

The Prague declaration on the founding of the European conservatives and reformists group in the European parliament
"Conscious of the urgent need to reform the EU on the basis of Eurorealism, openness, accountability and democracy, in a way that respects the sovereignty of our nations and concentrates on economic recovery, growth and competitiveness;
The members of the European conservatives and reformists group (ECR) are committed to the following shared principles:
1. Free enterprise, free and fair trade and competition, minimal regulation, lower taxation, and small government as the ultimate catalysts for individual freedom and personal and national prosperity;
2. Freedom of the individual, more personal responsibility, and greater democratic accountability;
3. Sustainable, clean energy supply with an emphasis on energy security;
4. The importance of the family as the bedrock of society;
5. The sovereign integrity of the nation state, opposition to EU federalism and a renewed respect for true subsidiarity;
6. The overriding value of the transatlantic security relationship in a revitalised NATO, and support for young democracies across Europe;
7. Effectively controlled immigration and an end to abuse of asylum procedures;
8. Efficient and modern public services and sensitivity to the needs of both rural and urban communities;
9. An end to waste and excessive bureaucracy, and a commitment to greater transparency and probity in the EU institutions and use of EU funds;
10. Respect and equitable treatment for all EU countries, new and old, large and small."

The European United Left/Nordic Green Left Group (GUE/NGL) is hereby established.
The group agreed on the following declaration of affinity :
"The GUE/NGL is a confederal group that works to build another Europe of cooperation, social progress, peace, solidarity, equality, feminism, climate justice, environmental protection and sustainable development, rejecting neoliberal dogma.
Our core principles and values are:
- economic equality, social and tax justice, the eradication ofpoverty, opposition to neoliberal policies and the promotion of universal public services;
- the promotion of workers' rights and interests, including trade union rights;
- the promotion of gender equality, women's rights and SRHR;
- equal treatment for all minorities, including those based on sexual orientation or identity, the LGBTQI community, and against discrimination based on ethnicity or disability;
- the promotion of human rights and democracy, civil rights and liberties against attacks from state or private actors, and the right to privacy on and off-line [including tackling data abuse facilitated by new information technologies];
- the protection of the earth at this time of climate crisis, sustainable development, commitment to achieving the UN Sustainable Development Goals by 2030 and the defence of animal rights and welfare;
- an end to tax havens, deregulated movement of capital and speculative activities;
- solidarity with peoples, particularly migrants and refugees;
- antifascism, the fight against racism, antisemitism, xenophobia, anti-Roma prejudice, islamophobia and other forms of intolerance;
- peace and stability in international relations through the promotion of disarmament, peaceful dispute resolution through dialogue and the rejection of militarism in international relations, support and respect for the UN Charter principles and international law.
Together, we will continue to work to translate those principles into practical policy and will seek allies within and outside Parliament, who share our vision, in our efforts to have them implemented, while upholding GUE/NGL autonomy and identity."
