2. Έναρξη της συνεδρίασης

Η συνεδρίαση αρχίζει στις 17.07.

3. Έγκριση των Συνοπτικών Πρακτικών των προηγουμένων συνεδριάσεων

Τα Συνοπτικά Πρακτικά των συνεδριάσεων της 9ης Οκτωβρίου 2019 και της 10ης Οκτωβρίου 2019 εγκρίνονται.

4. Διορθωτικά (άρθρο 241 του Κανονισμού) (επακόλουθες ενέργειες)

Τα διορθωτικά P9_TA(2019)0237(COR01), P9_TA(2019)0377(COR01), P9_TA(2019)0378(COR01), P9_TA(2019)0391(COR01), P9_TA(2019)0399(COR01), P9_TA(2019)0438(COR01), P9_TA(2019)0431(COR01), P9_TA(2019)0432(COR01), P9_TA(2019)0439(COR01) και P9_TA(2019)0435 ανακοινώθηκαν στην ολομέλεια την Τετάρτη 9 Οκτωβρίου 2019 (σημείο 9 των Συνοπτικών Πρακτικών της 9.10.2019).

Τα εν λόγω διορθωτικά λογίζονται εγκριθέντα, σύμφωνα με το άρθρο 241 παράγραφος 4 του Κανονισμού, δεδομένου ότι δεν υποβλήθηκε από πολιτική ομάδα ή από βουλευτές ο αριθμός των οποίων αντιστοιχεί τουλάχιστον στο χαμηλό ελάχιστο όριο αίτημα για να τεθούν σε ψηφοφορία.

5. Ανακοίνωση της Προεδρίας

Ο Πρόεδρος ανακοινώνει ότι η κοινή θέση των επιτροπών AFET και BUDG σχετικά με την παράταση του περιφερειακού καταπιστευματικού ταμείου της ΕΕ για την αντιμετώπιση της συριακής κρίσης, η οποία ανακοινώθηκε στην ολομέλεια την Τετάρτη 9 Οκτωβρίου 2019 (σημείο 8 των Συνοπτικών Πρακτικών της 9.10.2019), δεν αποτέλεσε το αντικείμενο καμίας αντίρρησης εντός της προθεσμίας των 24 ωρών.

Ως εκ τούτου, η εν λόγω κοινή θέση διαβιβάστηκε επισήμως στην Επιτροπή.

6. Σύνθεση των επιτροπών και των αντιπροσωπειών

Ο Πρόεδρος έλαβε από τις Ομάδες S&D και ID, καθώς και από τη γραμματεία των μη εγγεγραμμένων βουλευτών, τις ακόλουθες αποφάσεις για την τροποποίηση της σύνθεσης των επιτροπών και των αντιπροσωπειών:

7. Συνέχεια που δόθηκε στα εκκρεμή ζητήματα (άρθρο 240 του Κανονισμού)

Σύμφωνα με το άρθρο 240, παράγραφος 2, του Κανονισμού, η Διάσκεψη των Προέδρων απεφάνθη, στις 16 Οκτωβρίου 2019, επί των αιτημάτων ως προς την επανάληψη ή τη συνέχιση των διαδικασιών που εμφαίνονται στο Παράρτημα 1 (Παράρτημα 1 των Συνοπτικών Πρακτικών της 21.10.2019).

8. Διορισμός της Ευρωπαίας γενικής εισαγγελέως

Ο Πρόεδρος ανακοινώνει ότι η Διάσκεψη των Προέδρων, στη συνεδρίασή της στις 16 Οκτωβρίου 2019 και εν συνεχεία των διαβουλεύσεων των επιτροπών LIBE και CONT, ενέκρινε τον διορισμό, κατόπιν κοινής συμφωνίας του Κοινοβουλίου και του Συμβουλίου, της Laura Codruţa Kövesi, στο αξίωμα της Ευρωπαίας γενικής εισαγγελέως.

Ο Πρόεδρος διευκρινίζει ότι έχει κληθεί να υπογράψει την κοινή απόφαση Κοινοβουλίου και Συμβουλίου για τον διορισμό της Laura Codruţa Kövesi.

9. Διορθωτικά (άρθρο 241 του Κανονισμού)

Σύμφωνα με το άρθρο 241 παράγραφος 4 του Κανονισμού, τα εν λόγω διορθωτικά λογίζονται εγκριθέντα εκτός εάν εντός είκοσι τεσσάρων ωρών υποβληθεί από πολιτική ομάδα ή από βουλευτές ο αριθμός των οποίων αντιστοιχεί τουλάχιστον στο χαμηλό ελάχιστο όριο αίτημα να τεθούν σε ψηφοφορία.

Τα διορθωτικά διατίθενται στον ιστότοπο του Κοινοβουλίου.

10. Υπογραφή πράξεων που εκδίδονται σύμφωνα με τη συνήθη νομοθετική διαδικασία (άρθρο 79 του Κανονισμού)

Ο Πρόεδρος ανακοινώνει ότι, από κοινού με τον Πρόεδρο του Συμβουλίου, την Τετάρτη 23 Οκτωβρίου 2019, θα προβεί στην υπογραφή τεσσάρων πράξεων, οι οποίες έχουν εγκριθεί σύμφωνα με τη συνήθη νομοθετική διαδικασία.

Ο Πρόεδρος ανακοινώνει επίσης ότι, από κοινού με τον Πρόεδρο του Συμβουλίου, την Πέμπτη 24 Οκτωβρίου 2019, θα προβεί στην υπογραφή τριών πράξεων, οι οποίες έχουν εγκριθεί σύμφωνα με τη συνήθη νομοθετική διαδικασία.

Οι τίτλοι των εν λόγω πράξεων θα δημοσιευτούν στα Πρακτικά της 24ης Οκτωβρίου 2019.

11. Ανακοίνωση της Προεδρίας

Ο Πρόεδρος ανακοινώνει ότι, μετά την ολοκλήρωση νέου κύκλου διαπραγματεύσεων μεταξύ της Ευρωπαϊκής Ένωσης και της κυβέρνησης του Ηνωμένου Βασιλείου και μετά την έγκριση από το Ευρωπαϊκό Συμβούλιο, την περασμένη εβδομάδα, της τροποποιημένης συμφωνίας αποχώρησης, το Συμβούλιο τροποποίησε χθες το σχέδιο απόφασής του σχετικά με τη σύναψη της συμφωνίας. Σήμερα, νωρίς το απόγευμα, διαβίβασε το εν λόγω σχέδιο στο Ευρωπαϊκό Κοινοβούλιο, μαζί με το επικαιροποιημένο κείμενο της συμφωνίας

Ο Πρόεδρος ανακοινώνει ότι η Διάσκεψη των Προέδρων θα συνεδριάσει σήμερα στις 18.00 για να συζητήσει τα επόμενα στάδια της διαδικασίας, συμπεριλαμβανομένης της παραπομπής σε αρμόδιες κοινοβουλευτικές επιτροπές.
