The President said that on 24 October 2019 he had decided to impose a penalty on Angelo Ciocca under Rule 176(1) for his aggressive and disrespectful behaviour vis-à-vis his colleagues and Parliament, constituting a serious breach of Rule 10(3), during the debate on 23 October on Turkish military operations in North-East Syria (minutes of 23.10.2019, item 7 and minutes of 24.10.2019, item 7).
On 6 November 2019, Angelo Ciocca had appealed against the decision.
At its meeting the previous day, Monday 25 November 2019, the Bureau had considered that appeal and confirmed the President's decision.
The penalty consisted, firstly, in the forfeiture of entitlement to the daily subsistence allowance for a period of ten days and, secondly, without prejudice to the right to vote in plenary, and in that instance subject to strict compliance with the Members' standards of conduct, temporary suspension from participation in all or some of the activities of Parliament for a period of five consecutive days – two of which had already elapsed – on which Parliament or any of its bodies, committees or delegations meet. The penalty would take effect as from that day, 26 November 2019.
