The following had spoken:

Kimmo Tiilikainen (President-in-Office of the Council) to underline the good cooperation in the 2020 budgetary procedure.

Before signing the budget for the 2020 financial year, the President made the following statement:

'The joint text adopted by the Conciliation Committee on 18 November 2019 has been approved by both Parliament and the Council. The budget procedure has been implemented in accordance with Article 314 of the Treaty on the Functioning of the European Union. The budget procedure for the financial year 2020 may thus be considered complete. I declare that the EU's budget for the financial year 2020 has been definitively adopted.'

The President then signed the budget in the presence of Johan Van Overtveldt (Chair of the BUDG Committee), and of Monika Hohlmeier and Eider Gardiazabal Rubial (rapporteurs for the general budget 2020).
