3. Statement by the President
The President made a statement about the terrorist attack carried out in Strasbourg one year before. He expressed Parliament's support for the city of Strasbourg and the French people.
Parliament held a minute of silence in memory of the victims.

Dita Charanzová spoke about the shooting that had taken place the previous day in the Ostrava University Hospital (in the Czech Republic), in which six people had been killed.
Elena Lizzi paid homage to the founder of the Erasmus programme, Domenico Lenarduzzi, who had passed away the week before.
4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
5. Composition of Parliament
Dubravka Šuica, Adina-Ioana Vălean and Nicolas Schmit were appointed members of the European Commission, with effect from 1 December 2019.
Parliament noted that, under Article 7(1) of the Act concerning the election of the Members of the European Parliament by direct universal suffrage, this post is incompatible with the office of Member of the European Parliament, and so, in line with the provisions of Rule 4(1) and (4), it established that their seats had been vacated on 1 December 2019.

The Croatian authorities had given notice of the election of Sunčana Glavak to replace Dubravka Šuica as Member of Parliament with effect from 1 December 2019.
The Romanian authorities had given notice of the election of Gheorghe-Vlad Nistor to replace Adina-Ioana Vălean as Member of Parliament with effect from 2 December 2019.
The Luxembourgish authorities had given notice of the election of Marc Angel to replace Nicolas Schmit as Member of Parliament with effect from 10 December 2019.
Parliament noted their election.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made written declarations stating that they did not hold any office incompatible with that of Member of the European Parliament, Sunčana Glavak, Gheorghe-Vlad Nistor and Marc Angel would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
6. Order of business
The final draft agenda for the sitting of 11 December 2019 (PE 645.648/PDOJ) had been distributed and the following changes had been proposed (Rule 158):
The Greens/EFA group requested that the debate on the Commission statement on the European Green Deal (item 2 on the final draft agenda) end with the tabling of motions for a resolution, which would be put to the vote during the January I 2020 session.

Parliament approved the request.
The order of business was thus established.
