13. Order of business

The final draft agenda for the December II 2019 sittings (PE 645.170/PDOJ) had been distributed.

After consultation with the political groups, the President proposed the following amendment thereto (Rule 158):

Thursday

The vote on the Commission statement on the rule of law in Malta, after the recent revelations around the murder of Daphne Caruana Galizia (item 46 of the final draft agenda) would be moved to voting time on Wednesday.

The tabling deadlines would therefore be amended as follows:

Motions for resolutions: 16 December 2019 at 19.00.
Amendments to motions for resolutions, and joint motions for resolutions: 12:00 on 17 December 2019 at 12.00.
Amendments to joint motions for resolutions: 17 December 2019 at 13.00.
Requests for separate votes and requests for split votes: 17 December 2019 at 19.00.

Parliament approved the proposal.

The President had also received the following requests for changes:

Tuesday

Request by the Verts/ALE Group to close the debate on the Commission statement on the EU disability strategy post 2020 (item 55 of the final draft agenda) with tabling of motions for resolutions which would then be put to the vote during a subsequent part-session.

The following spoke: Katrin Langensiepen, on behalf of the Verts/ALE Group, to move the request.

Parliament approved the request.

Request by the S&D Group to add, as item 2 of that morning's agenda, a debate on the Council and Commission statements on the outcome of the COP25.

The following spoke: Simona Bonafè, on behalf of the S&D Group, to move the request, Esther de Lange, to propose that the debate be held on the afternoon of Tuesday or Wednesday, and Simona Bonafè, to agree to Tuesday afternoon.

Parliament approved the amended form of the request.

Wednesday

Request by the ECR Group to add, as item 5 of that afternoon's agenda, a statement by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on the violent suppression of recent demonstrations in Iran. The debate would close with the tabling of motions for resolutions, to be put to the vote on Thursday.

The following spoke: Anna Fotyga, on behalf of the ECR Group, to move the request, Simona Bonafè, to propose that the debate be held during the next part-session, and Anna Fotyga, to uphold the request by the ECR Group.

Parliament agreed to the request by electronic vote (207 in favour, 154 against, 28 abstentions).

The following tabling deadlines had been set:

Motions for resolutions: 17 December 2019 at 12.00.
Amendments to motions for resolutions, and joint motions for resolutions: 18 December 2019 at 12.00.
Amendments to joint motions for resolutions: 18 December 2019 at 13.00.
Requests for separate votes and requests for split votes: 18 December 2019 at 19.00.

The order of business was thus established.
