2. Opening of the sitting

The sitting opened at 17.11.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Composition of Parliament

The UK authorities had informed Parliament that Alyn Smith had been elected to the British Parliament with effect from 13 December 2019.

Parliament took note that, under the Act concerning the election of the Members of the European Parliament by direct universal suffrage, that office was incompatible with membership of the European Parliament and established the vacancy of his seat with effect from 13 December 2019.


5. Composition of committees and delegations

The President had received the following decisions changing the composition of the committees and delegations from the S&D Group:

EMPL Committee: Marc Angel to replace Nicolas Schmit

Delegation for relations with the Maghreb countries and the Arab Maghreb Union (including Libya), including the EU-Morocco, EU-Tunisia and EU-Algeria Joint Parliamentary Committees: Marc Angel to replace Nicolas Schmit

The decisions took effect as of that day.


6. Corrigenda (Rule 241)

The ENVI and INTA Committees had forwarded the following corrigenda to texts adopted by Parliament:

—   Corrigendum P8_TA(2017)0107(COR02) to Regulation (EU) 2017/745 of the European Parliament and of the Council of 5 April 2017 on medical devices, amending Directive 2001/83/EC, Regulation (EC) No 178/2002 and Regulation (EC) No 1223/2009 and repealing Council Directives 90/385/EEC and 93/42/EEC (OJ L 117, 5.5.2017, p. 1) (position of the European Parliament adopted at second reading on 5 April 2017 with a view to the adoption of the above regulation P8_TA(2017)0107)(10728/4/2016 – C8-0104/2017 – 2012/0266(COD)) - ENVI Committee;

—   Corrigendum P8_TA(2017)0108(COR02) to Regulation (EU) 2017/746 of the European Parliament and of the Council of 5 April 2017 on in vitro diagnostic medical devices and repealing Directive 98/79/EC and Commission Decision 2010/227/EU (OJ L 117, 5.5.2017, p. 176) (position of the European Parliament adopted at second reading on 5 April 2017 with a view to the adoption of the above regulation P8_TA(2017)0108) (10729/4/2016 – C8-0105/2017 – 2012/0267(COD)) - ENVI Committee;

—   Corrigendum P8_TA(2019)0022(COR01) to Regulation (EU) 2019/216 of the European Parliament and of the Council of 30 January 2019 on the apportionment of tariff rate quotas included in the WTO schedule of the Union following the withdrawal of the United Kingdom from the Union, and amending Council Regulation (EC) No 32/2000 (OJ L 38, 8.2.2019, p. 1) (position of the European Parliament adopted at first reading on 16 January 2019 with a view to the adoption of the above regulation P8_TA(2019)0022) (COM(2018)0312 – C8-0202/2018 – 2018/0158(COD)) - INTA Committee.

In accordance with Rule 241( 4), these corrigenda would be deemed approved unless, within 24 hours, a request was made by a political group or Members reaching at least the low threshold that they be put to the vote.


7. Negotiations ahead of Council's first reading (Rule 72)

The President announced that, pursuant to Rule 72, the ITRE and TRAN Committees had decided to enter into interinstitutional negotiations on the basis of Parliament's first-reading position on:

—   European Parliament legislative resolution of 17 April 2019 on the proposal for a regulation of the European Parliament and of the Council establishing the Connecting Europe Facility and repealing Regulations (EU) No 1316/2013 and (EU) No 283/2014 (COM(2018)0438 – C8-0255/2018– 2018/0228(COD)) – first-reading position P8_TA(2019)0420.


8. Implementing acts and measures (Rule 112(4)d and Rule 111(6))

In accordance with Rules 112(4) and 111(6), the President of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised concerning the:

—   recommendation of the ECON Committee to raise no objections to the draft Commission regulation amending Regulation (EC) No 1126/2008 adopting certain international accounting standards in accordance with Regulation (EC) No 1606/2002 of the European Parliament and of the Council as regards International Accounting Standard 39, International Financial Reporting Standards 7 and 9 (D064618/01 - 2019/2912(RPS)) (B9-0229/2019)

If no objection was expressed by a political group or a number of Members reaching at least the low threshold within 24 hours, the recommendation would be deemed approved after announcement in plenary. If such an objection were forthcoming, it would be put to the vote.


9. Request for consultation of the European Economic and Social Committee (Rule 145)

The President announced that, pursuant to Rule 145(2), he had received a request from the EMPL Committee to consult the European Economic and Social Committee on decent minimum salaries throughout the European Union.

That request for consultation of the European Economic and Social Committee would be deemed to have been approved unless, within 24 hours, a political group or Members reaching at least the low threshold requested that it be put to the vote.


10. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that on Wednesday 18 December 2019, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

After consultation with the political groups, the President proposed the following amendment thereto (Rule 158):

Thursday

The vote on the Commission statement on the rule of law in Malta, after the recent revelations around the murder of Daphne Caruana Galizia (item 46 of the final draft agenda) would be moved to voting time on Wednesday.

The tabling deadlines would therefore be amended as follows:

Motions for resolutions: 16 December 2019 at 19.00.
Amendments to motions for resolutions, and joint motions for resolutions: 12:00 on 17 December 2019 at 12.00.
