3. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
4. Composition of Parliament
The Irish authorities had given notice that Matt Carthy had been elected to the Irish Parliament, with effect from 8 February 2020.
Parliament took note that, under Article 7(2) of the Act concerning the election of the Members of the European Parliament by direct universal suffrage, that office was incompatible with the office of Member of the European Parliament and, under Rule 4(1) and (4), declared the vacancy of his seat as of that date.

The Irish authorities had given notice of the election of Chris MacManus to replace Matt Carthy as Member of Parliament with effect from 6 March 2020.
Parliament took note of his election.
Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Chris MacManus would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
5. Composition of committees and delegations
The President had received from the S&D, Renew and Verts/ALE Groups the following decisions changing the composition of the committees and delegations:

6. Delegated acts (Rule 111(6))
Under Rule 111(6), the Chair of the Conference of committee Chairs informed the President of Parliament that no objects were raised to:
- the recommandation of the AGRI Committee to raise no objections to the Commission delegated regulation of 30 January 2020 derogating from Commission Delegated Regulation (EU) 2016/1149 supplementing Regulation (EU) No 1308/2013 of the European Parliament and of the Council as regards the national support programmes in the wine sector (C(2020)00423 - 2020/2543(DEA)) (B9-0124/2020).
If, within 24 hours of the announcement of this recommendation in plenary, no objection to it is raised by a political group or by a number of Members corresponding at least to the low threshold it shall be deemed to have been approved. Otherwise, it shall be put to the vote.
The recommendation is available on Europarl for the duration of the current part-session.

9. Order of business
The President made an opening statement: for reasons of force majeure and on the basis of a report by Parliament's medical service, the part-session was, for that week only, being held in Brussels. He stressed that Parliament needed to continue with its legislative work and its work on the budget. He called on Members to keep their work-related travel to a minimum.
The final draft agenda for the March I 2020 sittings (648.187/PDOJ) had been distributed.
After consulting the political groups, the President proposed the following changes (Rule 158):
The March part-session would take place on the following day, Tuesday 10 March 2020, and would be organised as follows:
9.00 to 12.00: - statements by the Council and the Commission on the coronavirus outbreak, state of play and ensuring a coordinated European response to the health, economic and social impact (item 64 on the final draft agenda).
15.00 to 18.00: - statements by the Council and the Commission on the conclusions of the special European Council meeting of 20 February 2020 on the Multiannual Financial framework (item 30 on the final draft agenda). - statements by the Council and the Commission on the migration situation at the Greek-Turkish border and the EU's common response to it (item 66 on the final draft agenda).
The House agreed to the changes.
The order of business was thus established.
