1. Resumption of the session

The session suspended Thursday 26 March 2020 was resumed.


2. Opening of the sitting

The sitting opened at 9.06.


3. Statement by the President

The President gave a statement on the challenge posed by the COVID-19 pandemic and the role of Parliament and the Union vis-à-vis European citizens.

He expressed Parliament's solidarity with the victims and paid tribute to all those involved in the fight against the virus.

He stressed the need to continue the fight and to find a way out of the crisis by means of solidarity and democracy.

He also emphasised the importance of the decisions to be adopted at this extraordinary part-session with a view to coordinated action by the Union.


4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


5. Calendar of part-sessions

The President announced that, at the last meeting of the Conference of Presidents on Thursday 2 April 2020, he had decided, together with the political group leaders, to hold this extraordinary part-session today and tomorrow, 16 and 17 April, in order to vote on the new measures from the Commission to tackle COVID-19 and to debate and update Parliament’s position on how to combat the pandemic and its consequences.

The revised provisional timetable for 2020 was available on Parliament's website.

After consulting the political groups, the President therefore proposed the following changes to the final draft agenda:

Council and Commission statements on EU coordinated action to combat the COVID-19 pandemic and its consequences: the debate would be held from 9.00 to 12.00.

The voting sessions on Thursday and Friday would take place as follows:

Thursday

The first voting session would be open from 9.30 to 10.30, with the votes on the aforementioned requests for urgent procedure, and on the first set of amendments to the joint motion for a resolution on EU coordinated action to combat the COVID-19 pandemic and its consequences.

The results of the first-session votes would be announced at 13.30.

The second voting session would be open from 13.30 to 14.30, with the votes on the Regulation amending the Multiannual financial framework 2014-2020 and on the second set of amendments to the joint motion for a resolution on EU coordinated action to combat the COVID-19 pandemic and its consequences.

The results of the second-session votes would be announced at 17.00.

The third voting session would be open from 17.00 to 18.00, with the votes on the third set of amendments to the joint motion for a resolution on EU coordinated action to combat the COVID-19 pandemic and its consequences.

The results of the third-session votes would be announced at 20.30.
