14. Order of business

The final draft agenda for the May 2020 (651.596/PDOJ) sittings had been distributed and the following changes had been proposed (Rule 158):

The President announced that he had received six requests to apply the urgent procedure (Rule 163) in the context of the COVID-19 pandemic for the adoption of the following files during that part-session:

—   Macro-financial assistance to enlargement and neighbourhood partners in the context of the Covid-19 pandemic crisis (INTA file);

—   Temporary measures concerning the general meetings of European companies (SE) and of European Cooperative Societies (SCE) (JURI file);

—   Port infrastructure charges (TRAN file);

—   Temporary measures concerning the validity of certificates and licences (omnibus) (TRAN file);

—   Temporary measures concerning the operation of air services (TRAN file), and

—   4th railway package: extension of the transposition periods (TRAN file).

After consulting the political groups, the President thus proposed the following changes to the final draft agenda:

Wednesday

The Commission had withdrawn the objection: Maximum residue levels for several substances including flonicamid, haloxyfop and mandestrobin (final draft agenda, item 94) and the file had therefore been removed from the agenda.

Votes:

The first voting session would be open from 15.30 to 16.45, with the votes on:

—   the requests for urgent procedure (4 TRAN files, 1 INTA file and 1 JURI file) (final draft agenda, item 191),

—   the 8 single votes on the final draft agenda (final draft agenda, item 190),

—   the 2 reports by Markus Ferber (A9-0006/2020 and A9-0007/2020), the report by Jan Olbrycht and Margarida Marques (A9-0099/2020) and the report by Juan Fernando López Aguilar (A9-0100/2020),

—   the split votes on the objection: Genetically modified soybean MON 87708 × MON 89788 × A5547-127 (B9-0121/2020),

—   all decisions on discharge (final draft agenda, item 193).

The results of the first voting session would be announced at 19.45.

The second voting session would be open from 20.00 to 21.15 with the votes on the first set of amendments to motions for resolutions on discharge and the final vote on the objection concerning genetically modified soybean (B9-0121/2020).

Debates:

The two debates (final draft agenda, item 14 and final draft agenda, item 148), on:

—   European Council and Commission statement: Conclusions of the extraordinary European Council meeting of 23 April 2020 and

—   Council and Commission statements: New MFF, own resources and Recovery plan respectively,

would be taken together.

The debate would take place from 16.00 to 19.00.

The debate on the Council and Commission statements - Emergency Legislation in Hungary and its impact on the Rule of Law and fundamental rights (final draft agenda, item 12) was rescheduled from 9.00 to 10.00 on Thursday.

Thursday

Votes:

The sitting would be opened at 9.00 with the announcement of the results of Wednesday's second voting session.

The first voting session would be open from 9.30 to 10.45, with a vote on the second set of amendments to motions for resolutions on discharge.

The results of the first voting session would be announced at 13.15.

The second voting session would be open from 13.30 to 14.45, with:

—   the final vote on the motions for resolutions on discharge,

—   the vote on the report by Olivier Chastel (A9-0102/2020),

—   the vote on the JURI file (urgent procedure): Temporary measures concerning the general meetings of European companies (SE) and of European Cooperative Societies (SCE).

The results of the second voting session would be announced at 17.15.

The third voting session would be open from 17.30 to 18.45, with the votes on the first set of amendments to the cosigned motion for a resolution - New MFF, own resources and Recovery plan (B9-0158/2020), and the final vote on the report by Olivier Chastel (A9-0102/2020).

Friday

The sitting would open at 9.15, with the announcement of the results of Thursday's third voting session.

The first voting session would be open from 9.30 to 10.45, with the votes on:

—   the amendments to the INTA and TRAN files (urgent procedure), and

—   the second set of amendments to the cosigned motion for a resolution - New MFF, own resources and Recovery plan (B9-0158/2020).

The results of the first voting session would be announced at 13.15.

The second voting session would be open from 14.15 to 15.30 with the final votes on:

—   the cosigned motion for a resolution - New MFF, own resources and Recovery plan (B9-0158/2020), and

—    the INTA and TRAN files (urgent procedure).

The results of the second voting session would be announced at 17.30.

A third voting session on other motions for resolutions on the New MFF, own resources and Recovery plan would possibly be opened from 17.45 to 19.00, with the results announced at 21.00.

Saturday

No sessions would be held on Saturday.

Parliament agreed to these proposals.

The order of business was thus established.
